Archivist-Provisional Kaelen

MS 6429.58 · Persons

Archivist-Provisional Kaelen was the designation held by the officer of the Office of the Archivist-Provisional who, in the 4,112th year of the Concordance reckoning, ordered a count of the approach to the Eastern Vestibule following an unexplained increase in incoming materials. The designation is a rank, not a name, and the archive holds that it has been borne by at least eleven individuals; the count, however, is attributed to the seventh, whose tenure is the only one for which the Vestibule ledgers survive intact.

The Count of the Approach

Materials arriving at the Eastern Vestibule are logged by the receiving scriptorium before dispersal to the floors. Between the second and ninth months of that year the receiving ledger recorded an increase of 41 per cent over the standing mean, with no corresponding entry in any dispatch register above Floor 300. Archivist-Provisional Kaelen declined to treat the surplus as an error of tallying — the usual course — and instead ordered that every crate, casket, and unaccompanied folio on the approach be counted twice, by different clerks, at different hours.

The double count took fourteen months and produced a discrepancy of one item. Kaelen's memorandum of the 14th of the following year treats this as the principal finding:

"The surplus is not in the counting. It is in the approach itself, which lengthens by approximately nine paces for each month that we decline to measure it. The count is therefore never finished, and I recommend that it not be."

— Memorandum of the Archivist-Provisional, Eastern Vestibule Receiving Series, fol. 112

The recommendation was accepted, and the count has remained open since. It is presently in its four hundred and sixth continuation and is staffed, on average, by two clerks. Neither has ever met the other, as their shifts were set in the original order and no one has authority to alter them.

Departure of the Partial Survey

The same officer led the team that departed from the Eastern Vestibule on what became known as the Partial Survey — so called because it returned. The survey proceeded downward for nineteen floors and upward for six, established a working measurement of the First Radial Stair, and came back with four hundred and eleven inventories and no conclusions, which the covering note described as "the intended result."

Dispute attaches to the survey's composition. The Eleventh Concordance fixes the party at nine, of whom three were to be copyists. The Twelfth Concordance, written eleven years later and generally regarded as the governing text, fixes it at seven and makes no provision for copyists at all, remarking in its annex that "records made on descent are, in the nature of descent, already copies." Kaelen's own field journal lists nine names and adds a tenth in the margin without comment. The marginal name has never been matched to any officer on the rolls, and the Bureau of Vertical Affairs has declined four petitions to open an inquiry into it, on the ground that the inquiry would itself need to descend.

Relation to the Kaelen Holdings

The designation Archivist-Provisional must be distinguished from the several other Kaelen holdings in the archive, a task complicated by the practice of successive Kaelens citing one another without forename or rank. The Senior Archivist Kaelen signature on the quarterly returns of the receiving floor is a different hand from the Provisional's and, by the assessment of the Paleography Annex, a later one. The later Archivist-Legate Kaelen — author of the Cilice Expedition and present Warden of Descent — cites the Provisional's memorandum twice in support of a doctrine of open measurement with which the Provisional would likely have disagreed.

The confusion is worst in the matter of the Treatise on the Qualities of Dimness, long attributed in the circulating catalogues to "Kaelen, Arch.-Prov." The Archivist-Luminary Kaelen has been shown to be the author by the survival of the fair copy in a Luminary hand, and the attribution has been corrected in all subsequent recensions of the Register of Attributed Works. The erroneous catalogue entry, however, continues in use on Floors 88 through 104, where it has never been formally recalled.

The Seal and Its Withdrawal

The Archivist-Provisional carries a small plain seal, unornamented, which authenticates continuation orders and nothing else. During the fourth continuation, the then-holder — the ninth, by the office's own reckoning — used it to authorise the dismissal of a senior receiving clerk, Clerk Amaranth Osric, on grounds of "habitual and unrepentant accuracy." Osric had twice corrected the double count to the same figure, thereby disturbing the discrepancy of one on which the office's standing depended.

The Sixteenth Concordance, Annex 2, forbids the use of the provisional seal in matters of personnel, and the dismissal was reversed after fourteen months. Osric was restored to post with arrears and a note of commendation, the only such note in the Vestibule series. The seal was withdrawn for the duration, and continuation orders for that period were authenticated by a thumbprint and a witnessed statement of the weather at the Eastern aperture. Three of these orders remain unauthenticated, as the weather was recorded as "unremarkable," which the checking clerk declined to witness.

Present Status

The Office of the Archivist-Provisional reports that the seventh Kaelen's count remains in force and that the approach to the Eastern Vestibule has not yet been measured to its end. Inquiries as to whether the office intends to appoint a successor to conclude the count are answered with the standing formula of the receiving scriptorium: "The count is not unfinished; it is unending. The distinction is one of intent."

Visitors to the approach are asked to descend on the left and to carry nothing into the Vestibule that they did not carry out of it.
