Partial Survey

The Partial Survey is the official designation for the definitive, and by definition incomplete, administrative and cartographic project to quantify and codify the Tower's fundamental properties. Formally initiated under Annex Ω of the Tenth Concordance in A.Y. 274, it remains the single most cited—and most contested—body of procedural work in the archives, its methodologies simultaneously foundational and fundamentally suspect.

Scope and Initial Mandate

The project's originating mandate, as per Clause 7 of Annex Ω, was "the systematic enumeration and measurement of all structural and dimensional properties of the Tower, to establish a fixed basis for subsequent catalogical work." This was interpreted by the then-Office of the Cartographer-Archivist as requiring a dual approach: a physical survey of a designated vertical sequence, and a theoretical analysis of the Tower's relational topology. The practical work focused on the so-called Mid-Spiral Fluctuation Zone (Floors 4,000–5,000), while the topological analysis concerned Floors 100 through 199. The Guild of Exactitude was contracted to supply forty-seven certified Measurer-Scribes for the physical data collection.

Primary Findings and the Aperture Inconsistency

The Survey's most celebrated (and later, most problematic) contribution was the precise quantification of the non-Euclidean interior geometry of stairwells and interstitial spaces. It established the standard units for measuring spiral deviation (the "Helical Divergence") and aperture incongruity. However, its central finding was the Aperture Inconsistency: the demonstrable proof that the number of doors leading from a primary gallery on one floor did not necessarily correlate with the number of arrival portals on the subsequent floor, even when accounting for known transitory corridors. This effectively invalidated the then-prevalent "Continuous Flux" model of Tower expansion and led to the drafting of the Fifth Concordance following perceived administrative failures during the Survey's subsequent operational crisis.

Annulment and Lasting Controversy

In A.Y. 331, the entire Partial Survey was declared annulled by the Librarian-in-Chancery. The official notice, Amendment C- to the Tenth Concordance, states the annulment was due "solely to the discovery that one of the forty-seven certified Measurer-Scribes had used an uncertified ink-pot to record his findings on the dimensional variance of Floor 4,827's tertiary landing." The contamination of a single data point, the argument follows, rendered the entire linked dataset irredeemably suspect. This decision remains a focal point of scholarly dispute. Critics argue it was a pretext to bury the Survey's more unsettling ontological conclusions about retroactive floor generation, while traditionalists uphold it as a pristine example of procedural rigor.

Legacy and Institutional Impact

The fallout from the Partial Survey directly led to the establishment of the Bureau of Latent Cartography, whose raison d'être remains entangled with the Survey's failure. Furthermore, the project's abandoned archives, particularly those of the Office of Voluntary Correspondence, are argued by some scholars of the Survey to constitute a 'reverse catalogue' of immense, if oblique, value. The methodologies pioneered—and subsequently forbidden—during the Survey inform all modern exploratory protocols, albeit indirectly. The Partial Survey as a document is now a foundational, if cautionary, text, and its analysis informed critical amendments to Annex C regarding the handling of retroactive floors.

The Doctrine of Incompletability

The most enduring philosophical outcome of the Partial Survey is the widely accepted (though never formally Concordant) Doctrine of Incompletability. This holds that any truly comprehensive survey of the Tower is intrinsically impossible, as the act of measurement alters the catalogical status of the measured subject, thereby generating new data to be measured. Thus, the Partial Survey is considered both the highest achievement of systematic inquiry and the ultimate proof of its limits. Its very name has become a term of art for any ambitious, inherently unfinished administrative project within the Tower.
