Annex XI (Infrastructural Symbiosis)

MS 5595.91 · Documents and ordinances

Annex XI (Infrastructural Symbiosis) is the eleventh annex to the Fourth Concordance and the instrument by which the Tower regulates the reciprocal dependence of built structures upon entities that are themselves built. Ratified in the Year of the Second Librarian and amended eleven times since, the annex establishes that a wall which leans on a tree, a conduit that draws its pressure from a column of inhabited air, and a stairwell whose treads are held by the agreement of the stairwell above it are all, for administrative purposes, in symbiosis — a condition requiring registration, periodic recertification, and, in cases of disagreement between the parties, adjudication under Second Concordance, Annex D.

The annex is administered jointly by the Department of Architectural Symbiosis and the Guild of Auditors, with field measurement delegated to the Symbiosis Auditors under the procedures of Annex C-22.

Scope and definitions

Annex XI §2 defines infrastructural symbiosis as "any load, service, or continuity relationship in which two or more registered structures each derive structural sufficiency from the continued existence of the other." The definition is deliberately broad. It is also, per §2(c), deliberately narrower than the definition offered in the annex's own preamble, which covers "any relationship of mutual bearing whatsoever." The discrepancy has never been reconciled; clerks are instructed to apply §2 and to note the preamble only when drafting correspondence to the Librarians.

Three categories are recognized:

Category I — Symbiosis of Load
One structure bears on another. Requires a stair log entry where stairs are involved, and recertification every nine years.
Category II — Symbiosis of Service
One structure supplies air, pressure, water, or address-space to another. The Pneumatic Conduit Array is the canonical example and remains the annex's most-cited test case.
Category III — Symbiosis of Continuity
Two structures are sufficient only in combination, each failing if the other is removed. Registration under Category III is mandatory and irreversible; no Category III registration has ever been withdrawn.

Measurement

Quantification follows the paradoxical load-bearing coefficient defined in Annex C-22, reported on Form XI-4 as a value between zero and unity. A coefficient of zero indicates independence; unity indicates that removal of either party would produce the immediate and total failure of both. Values above unity are recorded as unity with the annotation exceeds, a convention adopted in 133SARS after the Reality Buffers section reported a reading of 1.4 in a service shaft that later proved to contain no shaft.

Measurement is performed by Symbiosis Auditors in pairs, one to assess each party, with a third auditor present where the parties share a floor number. The exclusion of shared-floor cases from two-auditor assessment was introduced by the annex's seventh amendment following the Silent Expansion incident, in which two auditors assessing opposite walls of a single room submitted coefficients that differed by a factor of three.

Procedural conflict with Annex 7 C

Annex XI §14 requires that records of symbiosis involving non-Euclidean infrastructural phenomena be filed in duplicate: one copy with the Department, one with the Environmental Contingencies registry. Annex 7 C of the Ninth Concordance, appended retroactively on 23 Tishrei in the Year of the Seventh Librarian, requires that such records be filed in triplicate, with the third copy lodged with the originating floor.

The contradiction is unresolved and is among the most frequently litigated in the Tower. The prevailing practice among Symbiosis Auditors is to file triplicate and to annotate the Department's copy per Annex XI §14, thereby satisfying neither instrument fully but offending neither party to a dispute. The Staging Annex maintains a standing stock of blank third copies for this purpose. A dissenting reading, advanced in the Eleventh Commentary on the Fourth Concordance, holds that Annex XI §14 was implicitly repealed by the retroactive appendation and that triplicate filing is therefore the only lawful course; the Department has not adopted this reading but has not contradicted it in writing either.

Notable registrations

Registration Parties Category Coefficient
XI-0091 Pneumatic Conduit Array / Floor 44 bulkhead II 0.81
XI-0207 Two adjacent service shafts, Annex D III 1.00 (exceeds)
XI-0364 Stairwell 12-C / itself, one floor removed III 0.97
XI-0512 Quarry face / retaining wall of The Quarry I 0.44

Registration XI-0364 is the annex's most-discussed entry. Its parties are a stairwell and the same stairwell as it exists one floor below, which the Log of Departed Stairs records as having departed. The auditors who measured it reported the relationship as genuine; the Department has declined to classify it further and lists the file as open, stable, a designation created for this entry and used nowhere else.

Amendment history

Eleven amendments have been passed. The third (Year of the Fifth Librarian) added the requirement that Category III registrations be countersigned by a Librarian, a requirement suspended by the ninth amendment and never reinstated. The tenth amendment introduced the shared-floor auditor rule described above. The eleventh, passed in the Year of the Ninth Librarian and not yet in force, would merge Annex XI with the Second Concordance, Annex D into a single instrument governing all infrastructural continuity; its commencement is contingent on the completion of an inventory of shafts in Annex D that the Biographical Register of Minor Functionaries records as "ongoing, collective, and without projected conclusion."
