While a Concordance governs operational and bureaucratic protocols, its Annex Omega addresses those subjects that exist primarily (or solely) within the Tower's own architectural and documentary reality. The first such annex was appended to the Fifth Concordance and is itself housed in Vault Gamma-12.

Creation and Ratification

The practice of appending an Annex Omega began in response to the so-called Omega Discrepancy, a cataloguing conflict on Spiral Staircase Omega that revealed a fundamental ambiguity in the Tower's own law.
