Amendment VII.δ (Year 1,104)

MS 5166.07 · Documents and ordinances

Amendment VII.δ (Year 1,104) is a supplemental recension to the provisional protocols of the Seventeenth Concordance, issued by the Directorate of Sequence during the winter of the Year of the Ninth Amendment's ninety-second recurrence. It established the principle that any mark rendered superfluous by the elevation of a neighbouring floor was to be transferred to the custody of the Gallery of Superfluous Marks without further concordance, provided the transfer was recorded in the Inventory within three days of the elevation event.

Origins and Ratification

The amendment arose from a dispute on Floor 447, where the construction of a supplementary spiral under Amendment 711-B.3 rendered twenty-one wall inscriptions legally void. The Bureau — formally constituted under Third Concordance, Amendment VII — declined to adjudicate, citing the Aperture Amendment, which held that resolution of a disturbance does not confer jurisdiction over its cause. The matter was referred to the Directorate of Sequence, which ratified the text on the eleventh of Frostmonth, Year 1,104, invoking the precedent of Fourth Concordance, Amendment Omega. The recension was sealed with the delta mark to distinguish it from the contemporaneous Concordance VII-b and the much older Clause 17(vii).

Provisions

Amendment VII.δ (Year 1,104) contains four operative clauses. The first declares that superfluity is a property of position rather than of content. The second assigns custodial priority to the Gallery of Superfluous Marks, whose jurisdiction had been defined under Third Concordance, Amendment VII. The third mandates entry into the Inventory pursuant to the Annual Reconciliation of Inventories established by the Third Concordance. The fourth extends Metajurisdictional Immunity — first conceived in Amendment VII to Annex A — to the Gallery whenever it is physically co-located with the marks it governs.

"A mark displaced by the rise of its neighbour is not erased but postponed; its custody is a matter of archive, not of argument."

— Amendment VII.δ, Clause II, recension of the Scriptorium of the Lower Coils

Conflict with Earlier Concordances

Scholars of the Tower have long noted that Amendment VII.δ (Year 1,104) contradicts Nineteenth Concordance Amendment 7, which holds that latent implication of a mark survives its superfluity and bars transfer absent a full reconvening. The Ruling on the Causality Paradox compounds the difficulty by establishing that "the administrative record supersedes the experiential timeline," which several clerks of the Annex Vii Ninth Concordance interpret as permitting the Gallery's custody to begin before the elevation occurs. The Librarian Decree VII-α attempted to settle the matter in Year 1,107 but was silently rescinded under Amendment 12(b).7.

A further disagreement concerns Floor 212, where calibration weights were lost in the Year of the Ninth Amendment. The Clause VII, Addendum 3 asserts the weights were never marks; Amendment VII.δ (Year 1,104) assumes they were, and the Eleventh Concordance, Clause VII declines to comment, citing the Aperture Amendment.

Administration and Incident

The amendment is administered by the Office of the Delta Seal, a sub-scriptorium of the Directorate of Sequence whose clerk, Tavrin of the Narrow Stair, filed a grievance in Year 1,118 objecting that the three-day Inventory window was impossible during the long dark of the spiral's outer ring. His complaint, recorded in Amendment 711-B.11, was denied on the grounds that the Third Concordance mandates the Annual Reconciliation regardless of illumination. In Year 1,131 a batch of forty voided marks was delivered to the Gallery of Superfluous Marks without accompanied ledgers; the omission was discovered only during the reconciliation of Amendment 711-B.17 and the marks were deemed "provisionally absent" per Concordance 707-Alpha.

Visitors to the Gallery's custody vaults are prohibited from counting the marks aloud, as the practice was found to invite duplicate entries under Amendment 89.2a.

Recension and Current Status

Amendment VII.δ (Year 1,104) remains in force as a supplemental recension, though the Triage Protocol Alpha instantiated by Concordance 707-Alpha has absorbed several of its procedural functions. The Directorate of Sequence reaffirmed the delta mark's validity in its ratification of Amendment 711-B.3's later annexes. No floor has been successfully numbered to correspond with the amendment's year, and the Inventory continues to record transfers under its clauses without resolution of the conflict with Nineteenth Concordance Amendment 7.
