A claim or counterclaim is considered valid only if it can be demonstrated to have been audibly, and correctly, propagated through the specific acoustics of the relevant Gallery space prior to a rival claim. This has necessitated the development of specialized roles, such as the Echo-Scribe and the Resonance Auditor, who are responsible for verifying the temporal and tonal fidelity of whispered arguments.

In practice, W.G.P. is most commonly invoked in the Gallery of Unenacted Laws, where legislative proposals are tested for acoustic viability before being inscribed, and at The Argument Place, which uses acoustic recordings from The Whispering Gallery as definitive evidence. The proceedings on Floor 22 (The Whispering Gallery) are considered the benchmark for Class A Whispering Gallery phenomena and thus set procedural precedent for all others.

- This dispute between the Curators of the East Unbound Stacks and the Dialogical School centered on access to a minor ventilation shaft. The interpretivists successfully argued for the inclusion of a dynamic resonance-testing protocol instead, rendering the Appendix itself a contentious document. Modern Practice and the Receding Reference
Contemporary application of Whispering Gallery Procedural is a highly specialized field. Most major Galleries maintain a permanent Receding Reference Desk, staffed by procedural clerks who guide petitioners through the initial stages of filing an acoustic claim. The ceremony for a new curator, which involves inscribing their name in the Gallery, is now always conducted under W.G.P. protocols to ensure the name's resonance is properly integrated into the space's permanent acoustic record.
The ultimate expression of the procedure is the management of the Omega Whisper, a perpetually circulating argument believed to contain the first principle of the Gallery itself. Access to listen to, or attempt to amend, the Omega Whisper requires unanimous permission from all living Echo-Scribes and a direct citation from the original Obsidian Decree, making it the most procedurally guarded event in the Tower's auditory jurisdictions.
