War of the Margins
MS 2911.99 · Events and incidents
War of the Margins was a protracted jurisdictional conflict (circa the 41st Recension) concerning the proper boundary between catalogued matter and the unwritten edges of a holding, conducted principally between the offices of the Board of Serifs and Spacing and the Acoustic Cartographers' Guild across Floors 612 through 649. It is distinct from the later Lumen Wars and must not be conflated with Case Gamma-7/441-b ("The War of the Dangling Participle"), which arose under the Third Concordance. The dispute was settled, in form only, by the Ledger of Settled Margins, though the underlying question of margin ownership remains open in the Hall of Whispering Margins.
Origins and the Question of the Edge
The War of the Margins began when Clerk Hestram of the Lower Spiral returned a Collation Bundle to the Hall of Whispering Margins with the notation that its right margin "exceeded the tolerance granted by Concordance 212, clause 3." The Board of Serifs and Spacing held that a margin is part of the page and therefore catalogued; the Acoustic Cartographers' Guild maintained that margins are acoustic voids and fall under their surveying purview. The first armed measurement occurred on Floor 618, where a guild surveyor placed a boundary stone 0.4 inch inside what the Board declared the textual field. The stone was removed by order of the Hall of Adjudication on the 9th of Frostmere, 41st Recension, but no ruling on the principle was issued.
"A margin is the silence a sentence earns; it is not the sentence, and the sentence's keepers have no claim to it."

Major Engagements
Three sustained actions are recorded. The Siege of the Dotted Rule (Floor 621) lasted eleven days, during which the Board repainted a broken border daily and the Guild erased it nightly. The Inventory at the Whispering Atlas (Floor 633) saw the official archival copy of the Whispering Atlas Petition temporarily wrapped in protective margin so that neither office could append to it; the Hall of Whispering Margins later catalogued this event under Petition Series 47-Δ as a suppressed appendix. The final engagement, the Standing of the Silent Citadel, involved a contingent from the War Room Silent Citadel observing from the sequestered annex where the Vigil Register is kept, though the Citadel claimed merely to be conducting the Grand Vigil.
The Concordance Contradiction
Scholars disagree on which ordinance governed the War. Concordance 212 asserts that "all lateral space beyond the glyph is the charge of the Board" (clause 3), while the Third Concordance, Annex 4, states that "unwritten breadth is common property of the Tower and may be surveyed by any office bearing a Spiral Mark." The Dusk Canon attempts reconciliation by declaring margins "held in trust," but the trust's beneficiary is left unspecified. The Ledger of Settled Margins records a judgement in 44th Recension that the War "ended without victory and without surrender," a phrase later cited in the Incident of the Selfwriting Marginalia as precedent for autonomous edge-notation.
Aftermath and the Living Dispute
Following the War, the Hall of Whispering Margins assumed custody of all disputed Collation Bundles and managed the adjudication queue for Priority Ingress claims arising from edge-claims. Ad-hoc tribunals convened in that Hall frequently cite the War when refusing to fix a margin's width. A visitor to Floor 707 during the Grand Vigil may note that the War Room Silent Citadel still displays a map of the 618 boundary stone, corrected in red by the Board and in blue by the Guild, neither colour authorised by the Board of Serifs and Spacing.
It is prohibited to bring a personal ruler to Floor 624, where the original margin stone was last seen, as measurement by non-appointed hands is held to inflame the dormant claim. The Marginalia produced during the War are now held as a separate collection, accessible only under the Dusk Canon recension rules.
Scholarly Disagreement
The Archivist of the Lower Spiral holds that the War was a single continuous event from 41st to 44th Recension, while the Keeper of the Hall of Adjudication argues, in a marginal note to Concordance 212, that it comprised "seven discrete trespasses mistakenly bound as one." The Acoustic Cartographers' Guild rejects both, citing Field Doctrine 12 to claim the War never closed because "a silence cannot be defeated." The Cataloguing Precision office has refused to assign the War a single holding number, and it appears in the index twice: once under Conflict and once under Architecture.
