Unspoken Direction
MS 0641.28 · Practices and doctrines
Unspoken Direction is the practice, formally recognised since the recension of Concordance 22 in the eleventh year of the present cycle, of moving along a vector that a dispute has already logically necessitated but that no party to the dispute has yet articulated aloud. It is distinguished from ordinary deferral by a single criterion: the movement must be forced. Where a conclusion merely permits a course of travel, no Unspoken Direction exists; where it compels one and no one says so, an Unspoken Direction is held to have been established at the moment the file is transferred elsewhere.
The practice is administered jointly by the Bureau of Ambivalent Geometry and the Bureau of Unspoken Context, an arrangement that has produced four standing disagreements and one staircase.
Doctrine
The governing formulation is Clause 881 of the Third Concordance, which holds that "an obligation discharged in silence travels in the direction of its discharge, and not otherwise." Read narrowly, the clause concerns obligations alone. Read at the breadth favoured by the Vector Analysis School, it establishes a general physics of inference: any conclusion sufficiently compelled by the record acquires a heading, whether or not a clerk has written it down.
The Precedence of Cardinal Direction, codified at Concordance 22, Annex 2, ranks the headings. North prevails over East, East over South, South over West, and West over any heading not yet named. The final provision was intended as a placeholder. It has been cited in earnest eleven times.
"Where a direction is unspoken, it defaults to the rank below the lowest spoken heading in the dispute, and shall not be promoted by silence alone."
— Concordance 22, Annex 2, clause (e)
Practitioners maintain that the promotion does occur, and that the annex simply declines to record it. The Index of Unspoken Conclusions, held in the Basement of Unspoken Conclusions, is the usual instrument of proof: entries there frequently show a heading acquired before any minute records its acquisition, often by intervals of nine to fourteen days.
Procedure and the problem of the corridor
A clerk who detects an Unspoken Direction is required to enter it in the Parchment of Unspoken Names only if a component of the direction has been separately certified by the Office of the Keeper of Unspoken Components. Where the direction runs through a Stairwell of Ambivalent Direction, the matter is classified under Ambivalent Artefacts, Class Theta and falls permanently to the Bureau of Ambivalent Geometry under Ordinance 4, Annex C.
In practice most Unspoken Directions are established in corridors, which belong to no Bureau. The Unspoken Direction Survey of Floor 6402, conducted in the winter of the year before last, recorded two hundred and six headings and was unable to assign jurisdiction over any of them. The survey's preamble notes, without further comment, that the corridor in question was one hundred and eleven paces long and that the surveyors walked it four times.
The Heskial affair
The leading incident concerns Clerk-Adjunct Heskial Mourne, who in the third year of the current recension was charged with resolving a boundary dispute between two reading rooms on Floor 3118. Having concluded that the eastern room held, Mourne transferred the file to the Bureau of Unspoken Context Notations before reducing the conclusion to writing. The transfer was made northward.
The receiving Bureau objected that the file had arrived from a heading not authorised by any spoken finding. Mourne replied that the finding had been compelled beyond doubt and that the direction had therefore been established before the transfer, citing Clause 881. The Bureau accepted the argument and rejected the filing, on the grounds that a compelled direction could not retroactively justify the journey taken to deliver it. The file was returned by a different route. Mourne's memorandum of protest, filed in the Well of Unspoken Prefaces, runs to nine folios and is considered the clearest statement of the doctrine in the archive:
"I did not go north because I had not said east. I went north because the record had already gone east and I was following it."
— Heskial Mourne, memorandum of protest, filed at the Well of Unspoken Prefaces
Mourne was reassigned to the Vector Analysis School and subsequently promoted. The two reading rooms were merged in the following year for unrelated reasons.
Criticism
The principal objection, advanced by the Acoustics Chapter and never answered to its satisfaction, is that a practice defined by what is not said cannot be audited by any body whose records consist of what is said. The Chapter has proposed that Unspoken Directions be transcribed at the point of detection, so that they cease to be unspoken and become ordinary Directions. The Bureau of Ambivalent Geometry has resisted this on the ground that transcription would render the entire class Theta empty, and with it the Bureau's jurisdiction over it.
A secondary dispute concerns the Perpendicular Recess Directive, generated during the stalemate over the Coral Helm of Unspoken Kings. That directive mandated a ninety-degree turn into a wall without an aperture. Whether it was an Unspoken Direction or a direction spoken once and thereafter suppressed is unresolved; the Bureau of Unspoken Context has review purview over the question and has held it open since the stalemate. Visitors to the affected landing are asked not to turn.
Current standing
The practice remains in force and is taught in the Vector Analysis School alongside ordinary heading analysis, from which it is separated by a single lecture and a locked drawer. Tier Gamma shares operational direction for the relevant floor duties, though the sharing arrangement itself has never been written down, and the Vault of Unspoken Components holds the working manuscripts on which the doctrine depends. Requests to consult them must be made in writing.
