The Ephemeral Correlation Debate
MS 4802.15 · Practices and doctrines
The Ephemeral Correlation Debate is the long-running dispute concerning whether correlations observed between holdings of the Bureau of Ephemeral Holdings and fixed archival floors possess indexical validity under Concordance 44, or whether such correlations are themselves ephemeral and must be catalogued as non-events. The Debate has occupied the West Spiral of Unending Debate intermittently since Cycle 3,881 and is presently in its ninth recorded recess.
Origins and Early Recensions
The Ephemeral Correlation Debate began when Junior Clerk Vell Ormis of the Cartography of Ephemeral Stacks noted a recurring alignment between the dissolution-rate of folios on Floor 212 and the page-count of reports on Floor 111, a relationship later subsumed under Correlation 9099-γ ("The Whispering Index"). The initial recension, filed as Folio E-1, argued that "the vanishing of a thing is itself a statement of relation, and therefore a correlation of the first order" (Provenance Debate, Recessive Appendix 3). This position was rejected by the Subcommittee on Hermetic Sequences, which held that ephemeral co-occurrence fell under the procedural isolation mandated by Concordance 44.
The Sigma Winter Incident
During the Sigma Winter of Cycle 4,014, a sealed aperture on Floor 888 exceeded a Polian Gauge reading of 0.71 and was fabricated, sealed, and logged before ratification as required by Concordance 44, per standard practice. The resulting log entry appeared to show that the false sun's luminosity dipped by 3.2 lumens whenever an ephemeral holding on Floor 212 expired. The Source Debate was invoked by Archivist-Scribe Elara, who contended the dip confirmed the Alaric Correlation. The Debate's presiding officer, Senior Reader Thomas Pennet, ruled the dip non-correlative on the grounds that "a log made after sealing describes a wall, not a window" (Third Concordance, Clause 9). The ephemeral folios were subsequently mis-shelved in the Whispering Galleries and recovered only in Cycle 4,019.
Doctrinal Contradictions
The Ephemeral Correlation Debate is hampered by contradictory Concordances. Concordance 44, ratified on 17-Sigma-4,022 in the aftermath of the Correlation Crisis, disputes the authority of Non-Interactivity and requires withheld interaction to be treated as interaction. Yet the Purpose Debate maintains that withheld interaction is the only permissible stance toward ephemeral holdings. The Mechanical vs. Organic Debate further complicates the matter by questioning whether an ephemeral correlation generated by scriptorium apparatus differs in kind from one arising in the Spiral unaided.
"A correlation that evaporates before the ink dries is not a correlation; it is a rumour the Tower politely declines to repeat."

The Class-3 Ruling
In Cycle 4,033, the Bureau submitted the Debate to adjudication under Class-3: Negative Correlation, arguing that ephemeral correlations were best classed as negative because they described absences. The ruling office determined that Class-3 applied only where "the absent thing was once present and numbered" (Concordance 44, Annex 7). Since ephemeral holdings are numbered only upon dissolution, the ruling was returned unresolved. A visiting clerk may observe the Debate from the rail of the Spiral of Unending Debate but may not speak unless holding a folio older than the recess.
Current Status and Inventory
The Ephemeral Correlation Debate is presently in recess pending the outcome of the Echo Primacy Debate, which concerns whether a Sanctioned Echo requires an originating sound and therefore whether ephemeral correlations require an originating fixed floor. The following holdings are directly implicated:
- Folio E-1 (initial recension, lost)
- Sealed Aperture Log 888-σ (Cycle 4,014)
- Recessive Appendix 3 of the Provenance Debate
- Floor Resolution 12 of The "Hunger of Unknown Origin" Debate
The Bureau of Ephemeral Holdings continues to log dissolutions at a rate of 14.6 per cycle, none of which are presently entered into the Central Index established after the Correlation Crisis. The Debate's next session is scheduled to be skipped in observance of a prior skipping.
