Purpose Debate
MS 0114.60 · Practices and doctrines
The Purpose Debate is the Tower's longest-running recorded dispute concerning the nature of purpose within the Tower's epistemology. It is administered, and thereby confined, by the Department of Applied Metaphysics, which has held sole custody of its minutes since the transfer of the dossier from the Atrium of Authority in the winter of 4 C. 112. The Debate is distinguished from ordinary scholarly quarrels not by its subject but by its procedure: it has no docket, no quorum, and no mechanism of closure. It is sometimes said that the Debate will conclude when the Tower does. The Department has declined to rule on whether this is a metaphor.
Origins
The Debate's formal origins lie with Kael, a scholar attached to the scriptoria of Floor 88, who argued in a marginal note of 3 C. 94 that the Archive's working definition of purpose conflated its function with its purpose. Kael's contention was narrow and, by the standards of the floor, unremarkable: a catalogue records what a thing does, not what it is for, and the Archive had been treating the two as one entry. The note was copied, recopied, and eventually detached from its context. By the time the Department of Applied Metaphysics received it, Kael was being cited for the proposition that no floor can be said to have a purpose independent of its contents — a claim Kael never made in those words and, on the evidence of the surviving correspondence, would have disputed.
Kael's collected marginalia were later assembled as the Proposals for Reform, a document the Debate cites constantly and reads rarely.
The question at issue
Stated plainly, the Debate asks whether a floor's designation possesses a purpose separable from the holdings upon it. Floor 710, for example, is named for the Amber Lens of Floor 710, an object that has never once performed as an optical instrument. If the floor's purpose is refraction, the Lens is a failure. If the floor's purpose is to hold the Lens, the Lens cannot fail, and the floor succeeds by holding an object that does nothing. The Sub-Order of Refractive Instruments holds the first position; the Archivists of Unfulfilled Purpose hold the second. Neither has moved in forty years.
Purpose Articulation was devised as a compromise. A floor whose purpose is contested may be formally articulated, and a Certificate of Articulated Purpose issued, which settles the matter for that floor only. The certificates are honored, filed, and disregarded in practice, since the Debate immediately reopens on the question of whether the certificate describes a purpose or merely creates one.
Relation to the other debates
The Purpose Debate is frequently confused with the Provenance Debate and with The Source Debate, and the confusion is not entirely accidental. All three concern origins, and all three are conducted in the West Spiral of Unending Debate on Floor Forty-Seven, where the acoustics are such that a speaker in one debate can be heard, indistinctly, by the participants in another. The Echo Primacy Debate — a subsidiary dispute over whether the echoes near the former plinth of the West Scriptorium are the cause or effect of the Provenance Debate — is thought by some to be a mishearing of the Purpose Debate that has been running independently for eleven years. The Department has not ruled on this either.
"Where a question admits of two answers and no procedure for choosing between them, the Tower does not choose. It files."
— Third Concordance, Annex 4, on the disposition of unresolved matters
Contradiction among the Concordances
The Debate's procedural footing is unstable because its governing texts disagree. The Third Concordance directs that unresolved matters be held open and reviewed at each change of Librarian. The Fourth Concordance directs that they be closed within the year and the file sealed. Both are cited with equal confidence. In 4 C. 108 a clerk of the Department, one Finnian Borell, attempted to satisfy both by sealing the file and holding it open, which required a sealed box with a removable lid and a note on the outside reading "open, pending closure." Borell was commended for economy and reprimanded for procedure in the same instrument, and the box remains in the Department's keeping, unopened, its status unchanged.
A similar irregularity attends the Index of Intentionality, which purports to rank floors by the strength of their stated purpose. The Debate has twice established that the Index measures only how often a floor's purpose is asserted, not how well it is fulfilled, and the Index has twice been reissued without change.
Current standing
The Debate is presently in its two hundred and sixth session, counted from Kael's note. Attendance is recorded by name, and the record for consecutive attendances is held by a junior archivist who has not spoken since 4 C. 121 and whose silence is entered in the minutes each week as "present, no position." The Null Collective, a body whose members decline to state positions on any matter before the Department, is nonetheless counted toward the Debate's attendance figures and has never been asked to leave.
On the question of whether the Debate itself has a purpose, the Department has ruled that it is a matter for the Debate. The Debate has not taken it up. Visitors to Floor Forty-Seven are asked to keep to the eastern side of the Spiral and not to move the chairs.
