The Doldrum Quarantine (Floor 8,447)
MS 9285.41 · Practices and doctrines
The Doldrum Quarantine is the standing containment regime applied to Floor 8,447, a floor of approximately four hundred linear metres on which air, sound, and to a lesser and disputed extent time, are held to move at a rate slower than is recorded anywhere else in the Tower. The regime is not a wall, a seal, or a stasis field; it is a schedule. Under the Doldrum Quarantine, nothing on Floor 8,447 is permitted to arrive, depart, or change condition except on a date formally entered in advance in the Quarantine Ledger, and the floor's staff of nine work to a rota that has not been fully discharged since 8,441.
The floor is administered from Floor 9,002 under the general oversight of the Quarantine Authority, with logistical support routed through the Quarantine Annex command at Floor 1,747. Its position between Floor 888 and Floor 9,002 was long thought to guarantee a steady through-draught; that it does not is the fact the Quarantine exists to manage.
Conditions on the floor
Floor 8,447 is a single reading room of green-shaded desks, arranged in three banks, with a long north wall of shelving and no windows. Sound on the floor attenuates at roughly one quarter of the rate measured on adjacent stairwells; a dropped catalogue drawer heard at the east end of the room will still be audible, faintly, at the west end some eleven minutes later. Speech behaves similarly. Clerks assigned to the floor are taught to leave a pause of four seconds before replying, not from courtesy but because a reply spoken sooner will overlap the question and the two will be recorded as a single utterance of uncertain authorship.
Dust is the chief diagnostic. A square of Floor 8,447 left undisturbed will accumulate a visible film on the same afternoon it is swept, and the Department of Acoustic Quarantine, which maintains an observation arm on the floor under its headquarters at Floor 7,407, uses dust-drift readings to time the weekly ventilation draw. The draw is announced by a bell rung twice, the second ring being the one that matters.
Origin and the Ruling of the Second Draw
The Quarantine was constituted by ordinary instrument in the winter of 8,441, following the incident known as the Second Draw. A section of shelving on the north wall had been scheduled for transfer to Floor 451 under that floor's thermal suppression programme. The transfer party arrived, found the floor's air too sluggish to lift the crates, waited three days, and returned without them. The crates were then entered twice in the inventory, once as dispatched and once as present, and both entries were subsequently upheld by different Concordances.
Rather than resolve the duplication, the Quarantine Authority ruled that the floor's condition was itself the instrument of resolution and should be maintained. The Ruling of the Second Draw (Concordance annex, clause 14.c) states plainly that "a floor on which nothing may be said to have arrived is a floor on which nothing may be said to have been lost," and directs that the floor be kept as nearly as possible in the state observed at the moment of the second bell. See Third Concordance, Annex 14.
The schedule
The Doldrum Quarantine is enforced entirely through a printed schedule, revised each quarter and posted at the east door. Each entry names a single permitted event and its date. Typical entries read: Delivery of ink, third of the month. Change of desk lamp, following the fourth bell. One (1) visitor, east door, seated, no coat. The floor's appliances have been modified to accept a current only during the hours specified for them, which is why the reading lamps on the middle bank are lit for forty minutes a day and the tea urn for none.
The schedule is devilled, in the Tower's sense of the word, by the Doctrine of Predictive Quarantine, which holds that an event may be entered before it is known and thus made to occur. Floor 8,447's clerks use this sparingly. A clerk who enters a prediction that fails is required to strike it in red and initial the strike; the east door of the floor carries some four hundred such initialled strikes, none of them legible, which visitors frequently mistake for a list of names.
"No article shall be removed from Floor 8,447 on the day it is requested, nor on the day after. A visitor who has travelled a considerable distance is advised to begin the request before arriving."

The slow clerk
The floor's most cited personnel case concerns Clerk Ostrand Vey, assigned to the middle bank in 8,447 and retained there for nineteen years. Vey's replies to even the simplest question were observed to arrive, on average, four minutes and twelve seconds after the question had been abandoned by the asker. This was initially recorded as a defect. It was later reclassified as an adaptation, then as an asset, and finally as the reason Vey was never transferred: no other clerk on the floor could answer a question put to the room eleven minutes earlier, and Vey could.
Vey's grievance, filed in 8,443 and never closed, is that the four-second pause required of clerks was not extended to the floor's single reader, a Mr. Halloway, who is permitted to put questions without pausing and whose questions therefore accumulate ahead of their answers in a manner the floor's log describes as "a queue with no counter." The Authority has taken the matter under advisement at each quarterly review and has not ruled.
Disputes
The principal scholarly disagreement concerns what the Doldrum Quarantine actually contains. The Quarantine Authority's position, restated at every review, is that the floor holds nothing and that the Quarantine regulates only the rate at which things pass across it — a reading consistent with the Quarantine Lensing literature and with the observation that the floor's north wall has never been breached. Against this, the Office of the Chief Quarantine Factor on Floor 1,747 maintains that a floor on which a reply may be spoken four minutes after the question has been forgotten is a floor holding something, and that the schedule exists to keep it from being asked directly.
A secondary dispute concerns whether the Doldrum Quarantine may be lifted. Concordance annex 14.c is silent on termination; the Quarantine Ledger records only that the Quarantine is "standing," a word the Annex's scribes have declined to construe. The Quarantine Spiral has never been applied to Floor 8,447, on the ground that a temporary construct would take an indeterminate time to reach it.
Visitors are received at the east door and are asked not to speak until seated. The nine clerks of Floor 8,447 continue to work the rota, which is now in its sixth year of a single shift and is expected to close in 8,449.
