Structural Integrity Unit
MS 5455.71 · Practices and doctrines
Structural Integrity Unit is the designation for a class of roving inspection cohorts commissioned under the Department of Structural Integrity to verify the physical and conceptual soundness of floors whose numbers fall between recensions. Unlike the stationary offices of the Bureau of Structural Integrity, a Structural Integrity Unit is not attached to any single tier and is instead issued a travelling seal valid for the duration of one descent or ascent, after which the seal warms and must be returned to the Annex 12c scriptorium.
Charter and Composition
The first Structural Integrity Unit was convened on Floor 884 by order of the inaugural Commissioner for Structural Integrity, Prefect Aris, who held that certain corridors "resist enumeration until walked" (Third Concordance, Annex 4). A Unit comprises three ranks: the Tallyman, the Seal-Bearer, and the Reader of Apertures. The Tallyman records the floor number as it is discovered; the Seal-Bearer applies the travelling seal; the Reader of Apertures confirms that no stairwell opens onto a contradiction. The Commissioner for Structural Integrity retains the authority to dissolve a Unit mid-descent should its inventory exceed the bound set by the Spire Integrity Protocols.
Disagreement persists as to whether a Unit is a body or a document. The Second Concordance names it a "mobile sub-office" (Second Concordance, Clause 19), whereas the Fifth Concordance holds it to be "a waiver in advance of its own issuance" (Fifth Concordance, Recension 2). The Harmonic Integrity Commission, chartered under the Department of Structural Integrity, declined to arbitrate, noting only that the question "disturbs the sigma-aperture" (Harmonic Integrity Commission, Minute 7).
Method of Inspection
A Structural Integrity Unit proceeds at a measured rate of one floor per Pace per Second Squared of observed delay, a standard established following the Collapse of Floor 441-omega, where an unannounced Unit over-walked the numbering and arrived at a tier that was later struck from the Tier I: Basic Functional Integrity schedule. The Unit issues a provisional finding to the Bureau of Structural Integrity, which may then recommend the issuance of a Structural Integrity Waiver through the Commissioner for Structural Integrity.
The Bureau of Structural Integrity provides empirical assessments to the Commissioner, and the Department of Structural Integrity remains concerned with Structural Autonomy throughout. Where the Unit suspects Conceptual Integrity has been compromised, it refers the matter to the Bureau of Spatial Integrity, a practice codified after the Winter Dispute of Floor 209, when a Unit mistook a reflection for a floor and catalogued a staircase that ascended into its own banister.
Notable Incidents
In the 312th recension, a Unit under Tallyman Cors of the Lower Spiral reported that Floor 77-beta "possessed a number but declined to possess a name" (Structural Stress Theory, footnote 12). The Department of Stack Integrity, overseen by the Commissioner for Structural Integrity, ruled that the floor be left unnamed and issued a standing prohibition against naming it. The prohibition remains in force; visitors are asked not to whisper the floor's number near the aperture.
A second incident concerned the Structural Sophists, who contested a Unit's seal on the grounds that a waiver issued in advance was not a waiver at all. The dispute was recorded by Clerk Vell, whose grievance that the Unit had "counted the same step twice and billed the scriptorium for both" (Annex 12c, Ledger 3) was never resolved, as the relevant Concordance was amended the following winter and the ledger misbound.
Relationship to Reinforcement
Where a Unit confirms a deficiency, the Structural Reinforcement office is notified and a recension of the affected floor is scheduled. The Bureau of Structural Integrity is concerned with Conceptual Integrity in such cases, while the Commission for Harmonic Integrity reviews the acoustic record. A Unit may not perform reinforcement itself; it is strictly observational, a limitation that the Structural Sophists have described as "the only honest posture in the Tower" (Structural Sophists, Tract 4).
Scholarly Disagreement
The status of a Unit's travelling seal under the Structural Integrity Waiver framework is contested. The Department of Structural Integrity maintains that the seal is merely evidentiary and that only the Commissioner issues the true waiver. The Bureau of Structural Integrity, citing its authority to recommend waivers, asserts in its Bureau of Structural Integrity Internal Recension that "the seal warms to validity precisely when the waiver is deserved" (Bureau of Structural Integrity, Internal Recension, Clause 2). The Fifth Concordance contradicts both, stating the seal "is the waiver, and the warmer the seal the later the waiver" (Fifth Concordance, Recension 2). No Concordance has reconciled the three positions, and the Harmonic Integrity Commission has recommended a further recension be delayed until the sigma-aperture stabilises.
Visiting a floor under active Unit inspection requires the visitor to walk exactly one pace behind the Seal-Bearer and to carry no more than one unrelated catalogue.
