Seventh Concordance Amendment 14 B

MS 5213.02 · Documents and ordinances

Seventh Concordance Amendment 14 B is the recension of the Seventh Concordance that established the Office of the Quiet Ledger and prescribed the method by which floors bearing non-sequential numerals are to be recorded during partial surveys. Ratified in the 184th year of the Seventh Cycle, it remains in force under the terms of the Seventh Amendment, though its relation to Amendment 14-f has never been settled by the Society for Literal Concordance.

Text and Ratification

Amendment 14 B was entered into the Seventh Concordance by the hand of Clerk Vellin Aster of Floor 0-19, who held the quill of the Quill of Concordance for a period of eleven years. The operative clause reads: "That the Quiet Ledger shall be opened at every third descent and shall contain only those floor numbers which resist arrangement." The accompanying schedule annexed to Annex A, Seventh Amendment provides a table of forty-one such numbers observed between Floors 2 and 9,114.

"No floor whose name is also its number may be omitted from the Ledger, though the Ledger itself may be omitted from the survey."

— Seventh Concordance Amendment 14 B, Schedule II, Line 3

Ratification followed the Partial Survey the Seventh Concordance, during which the Third Concordance, Amendment VII was cited in opposition on the ground that a quiet ledger contradicted the spoken inventories of the Concordance VII-b.

Administration of the Quiet Ledger

The Office of the Quiet Ledger is staffed by three Ledger Keepers of the Spiral Mark and is housed on Floor 3-Delta, a landing whose numbering is itself entered in the Ledger. The Keepers are forbidden from reading the Ledger aloud; the Seventh Addendum to the Third Concordance confirms that silence during transcription is a condition of realization under the Seventh Concordance, Amendment Gamma. In the winter of the 201st year, Keeper Orris Pen spoke a floor number while correcting an ink error, and the resulting contradiction was resolved only by the operation of Shaft Lambda under Seventh Concordance, Amendment 31-B.

Visitors to Floor 3-Delta may observe the Ledger through the eastern aperture but may not request a specific page. The aperture is closed on the 14th of each month for wiping.

Dispute with Amendment 14-f

Scholars of the Society for Literal Concordance have long noted that Amendment 14-f appears to describe the same floors as Amendment 14 B but assigns them to the discipline of topography rather than ledger-keeping. The Cipher of the Seventh Silencer is named in both, though its role differs: under 14 B it seals the Ledger, while under 14-f it levels the floor. The Seventh Concordance Amendment 4 holds that where two amendments name the same instrument, the later recension prevails; as 14 B predates 14-f by six years, the Society has declared the matter "open under the Erosion Principle" as first consolidated in the Seventh Concordance under Amendment 19.

Recorded Anomalies

During the Survey of the Ninety-Seventh Spiral, the Quiet Ledger recorded a floor numbered 14 B itself, which the Master Index declined to realize on the authority of the Seventh Concordance, Amendment Gamma. The Ninety-Seventh Amendment later referenced this omission as precedent for excluding self-naming amendments from the Partial Survey the Seventh Concordance. A second anomaly occurred when Amendment 7-Q/15.3 corrected the standing survey returns and inadvertently listed Floor 3-Delta as sequential, an error repealed by Amendment 22 in the 212th year.

Scholarly Disagreement

The College of Recension maintains that Amendment 14 B was superseded by the Seventh Revision Concordancetwelfth, while the Antiquaries of the Aperture hold that it survives through the Seventh Addendum to the Third Concordance. The dispute rests on a reading of Clause 7.3, ratified as an amendment to the Seventh Concordance, which the Society for Literal Concordance interprets as preserving all ledgers "then open or thereafter opened." The Librarians have issued no ruling, and citation of the Seventh Concordance Amendment 14 B in floor disputes is therefore permitted without prejudice.
