Resolution Writ 91-Ξ

MS 6272.94 · Documents and ordinances

Scope

Resolution Writ 91-Ξ is a conclusive instrument of the Office of Final Accord, issued in the winter of the 91st recorded session cycle and entered into the Register of Final Determinations on the fourteenth day of that month. Its operative provisions concern the establishment of the Liaison for Inter-Floor Topological Accord, hereafter LIFTA, and the conditions under which that office may certify the mutual adjacency of two floors whose numbering has been contested. The Writ was drafted following an extended Resolution Drafting process begun in response to a dispute raised by the custodians of the Landing of Long Inventory, who held that their floor had been adjacent to three separate neighbours within the span of a single season. The drafting record runs to eleven vellum annexes. Nine of them concern the airing requirement for gloves.

Establishment of LIFTA

The principal provision of Resolution Writ 91-Ξ is the creation of LIFTA as a standing liaison with authority to certify topological accord between floors. The Writ is explicit that the certification binds only the parties who have submitted the question, and that it lapses upon the death, promotion, or prolonged silence of any signatory. This last clause has proven the more consequential of the two; the Register records four certifications withdrawn between the eleventh and twelfth session cycles on grounds of prolonged silence alone. Certification under 91-Ξ does not determine which floor numbering is correct. It determines only that, for the purposes of passage, storage, and the routing of correspondence, the two floors in question may be treated as neighbours. The distinction is preserved in the Fourth Concordance and has twice been the subject of appeal. A point of enduring scholarly disagreement concerns whether Resolution Writ 88-Θ and Resolution Writ 91-Ξ should be read as a single instrument issued in two parts. The Seventh Concordance treats them as one; the Register of Final Determinations lists them separately, and the Office of Final Accord has never reconciled the two entries. Custodians of the older recension hold that 88-Θ established LIFTA and that 91-Ξ merely confirmed it under a revised title. The opposing view, associated with the annotator Vellis Corren, holds that the office was twice dissolved between the two issues and that the apparent continuity of the title is an artifact of a copying error in the eleventh annex.

The Airing Requirement

Provision 91-Ξ/4 requires that any glove submitted as evidence in a topological dispute be aired for no fewer than three days prior to inspection. The requirement derives from an earlier ruling attached to Resolution Writ 88-Θ and was carried forward into 91-Ξ without substantive amendment. The origin of the rule is disputed: one account attributes it to a damp-ruin incident in the scriptoria beneath the Landing of Long Inventory, while another attributes it to a broader concern about the admissibility of damp instrument generally. The three-day period is counted from the hour of receipt, not the hour of seizure, a distinction that produced a protracted dispute in the winter of the following cycle when a pair of gloves arrived at the Office of Final Accord already on their second day. The matter was settled by Resolution Deferral and has not recurred in the same form.

Supplementary Writs

Resolution Writ 91-Ξ has accumulated a modest body of supplementary instruments. The most frequently cited are the Writ of Transitive Momentum, which governs the passage of a certification from one floor to a floor adjacent to that floor, and the Writ of Contingent Supersession, which provides that a certification issued under 91-Ξ is voided by the later issue of a Writ of Final Allocation covering the same territory. The Writ of Provisional Tenancy is occasionally cited in connection with 91-Ξ, though the relationship between the two instruments has never been formally specified. Applications under 91-Ξ are submitted on Form OV-7, Form OV-7 'Writ of Referential Scrutiny', and are reviewed by the Office of Final Accord before being entered. Applications that do not specify the two floors by number, rather than by name, are returned unread. Visitors to the Landing of Long Inventory are reminded that the airing shelf is not a drying rack for personal garments.
