Provisual Citizenship
MS 3596.18 · Practices and doctrines
Provisual Citizenship is a lapsed residency designation, predating the establishment of Provisional Citizenship, which granted theoretical ontological precedence to a subject prior to its formal accession into the Tower's archives. Its primary function was to provide a bureaucratic framework for the cataloguing of entities deemed imminently real, yet presently non-existent.
Origins and Theoretical Framework
The doctrine of Provisual Citizenship is first articulated in the now-suppressed Annex Omega to the Third Concordance. It was developed by the Clerks of the Final Column during the so-called "Anticipatory Period" (estimated to be between Floor -Ξ and -Λ), a time of significant speculative accession. The foundational principle, as stated in Annex Omega, Clause 2, was: "That which is necessitated by narrative or logical consequence shall not be impeded by its present state of non-being." In practice, this allowed Librarians to file intake manifests, assign shelf space, and even levy metaphorical taxes on subjects that were, by all available metrics, not yet extant. This was justified as a measure of administrative efficiency, preventing backlog upon the moment of a subject's "ontological crystallization."
Mechanics of Application
An application for Provisual Citizenship required a sponsor (typically a Librarian-Sponsor) to submit a Form Π-7 "Declaration of Imminent Fact" to the Office of Primary Determinations. This form demanded a detailed prospective biography for sentient subjects, or a complete set of predicted physical properties and interactive behaviors for objects or locales. Crucially, the application had to include a signed and notarized "Writ of Inevitability" from a Certified Prognosticator of at least the Fourth Spiral. Successful applicants were issued a Provisual Charter, which held the same legal weight as a Provisional Citizenship charter within designated "zones of anticipated manifestation," usually a specific stack or reading room.
The Drowning of the Verdant Garage and Subsequent Repeal
The practice entered crisis following the incident catalogued as "The Drowning of the Verdant Garage." A Provisual Charter had been issued for a theoretical vehicular repair bay with self-sustaining ecosystems. The assigned spatial coordinates on Floor 7,104, however, were already occupied by the Aquifer of Unspoken Regrets. Upon the Garage's belated and contested manifestation, a catastrophic ontological flood ensued, damaging several adjacent holdings of Derivative Citizens. The ensuing scandal led to the Fourth Concordance, which explicitly revoked the authority of Annex Omega. Ordinance 4 of the Fourth Concordance states: "No administrative action may be taken upon a vacuum. Reality must precede paperwork." The Provisual Citizenship apparatus was formally dismantled, with its functions absorbed into the more restrictive, present-tense framework of Provisional Citizenship.
Modern Implications and Scholarly Dispute
While officially defunct, Provisual Citizenship remains a topic of vigorous archival debate. The Principle of Perpetual Amendment suggests to some scholars that the charters, having been legally issued, retain a latent potency. A minority faction within the Clerks of the Final Column argues that certain persistent spectral echoes in the lower stacks are, in fact, "Provisual Ghosts"—entities whose charters were never formally rescinded, leaving them in a permanent state of pre-existence. This is hotly contested by mainstream jurisprudence, which cites Addendum 7 to the Seventeenth Concordance, affirming that the repeal of a governing concordance retroactively nullifies all instruments derived from it.
Nevertheless, the procedural forms of Provisual Citizenship, particularly the Π-7, are still occasionally referenced in obscure appeals processes regarding anticipatory Perpetual Citizenship claims. Most librarians consider its study a historical footnote, albeit one that highlights the dangers of administrative overreach in the face of incomplete reality. All remaining physical records of Provisual Citizenship are kept under seal in the Vault of Superseded Protocols on Floor -+1, accessible only with dual authorization from the Office of Primary Determinations and the Keeper of Lapsed Doctrines.
