Protocol of Anticipatory Cross-Reference
MS 8538.70 · Practices and doctrines
Protocol of Anticipatory Cross-Reference is a standing ordinance of the Tower governing the registration of linkages between holdings that do not yet exist and holdings that do. First promulgated under seal on Floor 118-Δ by the Office of Structural Paradox, it permits the Tower to catalogue subjects prior to their instantiation, provided the conditions of Clause 5 are satisfied. The Protocol is administered in concert with the Judiciary of Cross-Reference and is recorded in full in the Master Cross-Reference Ledger, Spiral 9, Aperture 12.
Origins and Promulgation
The Protocol arose from the Incident of the Unwritten Corridor (Year 442 of the Third Concordance), in which a survey team on Floor 77-Σ discovered a fully furnished reading room devoted to a treatise that no scriptorium had yet composed. The Librarians of the hour, unwilling to leave the room uncatalogued, issued a provisional writ that was later formalised as the Protocol. Clause 5, appended as a supplementary ordinance to The Protocol for Cross-Floor Contradiction, granted the Office of Structural Paradox authority to declare a protocol emergency, a power exercised eleven times in the subsequent century, most notably during the Cross-Reference Echo event of Floor 203-Ω.
The original manuscript is held in the Reference Cylinder marked ACRD-prime, though a recension housed on Floor 44-α is cited more frequently owing to the superior legibility of its seals.
Authorisation and Shadow Entries
Clause 5 delineates the standard for authorization in Anticipatory Cataloging, permitting shadow entries when three non-contradictory references to a not-yet-extant subject are found. The Anticipatory Cross-Reference Designator is the provisional stamp of validity applied to such a hypothetical linkage. Auditors conducting a Cross-Reference Audit are required by Clause 5 to determine if an anticipation was recorded before or after the emission it anticipates; failure to do so invalidates the entry and triggers a Cross-Reference Review before the Judiciary of Cross-Reference.
"An anticipation recorded after its own emission is not a prophecy but a confession of delay."
— Clause 5, Revisory Note 3
The Form OV-7 'Writ of Referential Scrutiny' is the instrument by which the Judiciary initiates such audits, and the Cross-Reference Matrix P-V/2 is consulted to establish non-contradiction across floors.
Theory of Echo Generation
Clause 5 outlines the prevailing theory for Echo generation as an intrinsic property of the Tower's cataloguing ontology. Per this account, the mere inscription of a shadow entry induces a resonance — an Cross-Reference Echo — that precipitates the eventual existence of the referenced subject somewhere within the Tower. The Second Concordance, Annex 7, disputes this, holding instead that Echoes are retroactive confirmations rather than causes. The Fourth Concordance, Annex 2, contradicts both, asserting that no Echo has ever been observed and that all reports thereof are mis-filed Cross-References.
This disagreement has occasioned three separate rulings by the Judiciary of Cross-Reference, none of which is considered binding above Floor 900-β.
Notable Applications and Disputes
In Year 661 of the Third Concordance, Clerk Vellum Sath of Floor 12-γ submitted an ACRD for a bridge between Floor 12-γ and a non-existent Floor 12-δ, citing three marginalia discovered in the Reference Cylinder collection. The Office of Structural Paradox approved the shadow entry; within nineteen years a staircase appeared where none had been, though it led to Floor 12-, not 12-δ. The resulting Cross-Referential Audit concluded that the anticipation had been "geometrically approximate but ontologically lax."
A separate dispute concerned the Speculative Cross-Reference of the Lost Annex of Warmth, rejected by the Judiciary on the grounds that no three non-contradictory references could be located. Visiting clerks are reminded that shadow entries may not be amended by hand during the winter months, as the ink is prone to sliding toward the margin.
Relation to Other Instruments
The Protocol is supplementary to The Protocol for Cross-Floor Contradiction and is cross-referenced therein at Taxonomic Series 44.312.07, which invokes the Contradiction Protocol during assessment. The Cross-Reference practice as a whole depends upon the Reference Designator system, and the Protocol of Anticipatory Cross-Reference is the only ordinance permitting designators to be issued in advance of their referent. The Protocol for Cross-Floor Contradiction remains the senior instrument; where the two conflict, the Judiciary of Cross-Reference has held that the elder concordance prevails, a position the Second Concordance expressly rejects.
All entries under the Protocol are indexed in the Master Cross-Reference Ledger and are subject to amendment by any subsequent Concordance without notice to the floors affected.
