Primary Nullification

MS 5095.47 · Practices and doctrines

Primary Nullification is the foundational class of Nullification under Tower doctrine, comprising those holdings whose removal from the catalogue is authorised at the first degree of administrative action, without recourse to subsidiary classifications such as Internal Nullification or Conceptual Nullification. It is administered principally through the Office of Verification, whose full reviews determine whether a holding's primary citizenship may be extinguished by written authority.

Statutory Basis

The earliest recension of Primary Nullification appears in the Second Spiral Codex, Floor 14,001, where it is defined as "the unmaking of a subject at the root of its recorded being, prior to all amendment." This definition was carried, with emendation, into Sanctioned Nullification, which requires prior written authority for any act of Primary Nullification. The Third Concordance, Annex 4, titled "Protocols for the Containment and Nullification of Memorial Resonance," subsumes certain acoustic holdings under Primary Nullification where resonance has attained memorial force, a position contested by the Auditory Nullification Guild.

"No subject may be returned to the catalogue once Primary Nullification has been entered against it, save by the procedure of the Retroactive Nullification Inclusion Loop, which the Office does not recognise on the even floors."

— Ordinance 888.45, Clause 12

Administrative Procedure

A petition for Primary Nullification begins with the lodging of a Certificate of Content Nullification at the Department of Reclamation, which transmits the holding to the Office of Verification for review. The Office's deliberations are conducted in the scriptorium of Floor 9,332 and historically required the affixing of a Null Quartz seal, a practice discontinued in the winter of the 4,118th Tower Year after the quartz supply was miscatalogued as a living subject. The Acoustic Dampening Guild maintains that where a holding emits sound, the provisions of Acoustic Nullification must precede Primary Nullification; the Guild's position is rejected by the Floor of Silent Bells, where Resonance Containment Amp Acoustic Nullification is held to operate concurrently.

In the matter of Clerk Vessil of the Mid-Apertures, a Primary Nullification entered against the subject "Westward Stairwell 7" was found by the Ordinances of Repeal to have been drafted on the wrong recension of the form, rendering the holding paradoxically present and absent for nineteen days until resolved by Indexical Nullification.

Contested Classifications

Scholarly disagreement persists as to whether Phase Beta constitutes a species of Primary Nullification. The Gegenton Array operating manual, Recension 3, states that Beta holdings "survive the emptying intact" and are therefore not primary but tertiary; the Office of Verification holds the opposite in its 9,332 ruling of the 4,201st Tower Year. The Nullification Paradox recurs with particular force in this dispute, especially under Amendment 22 of the Internal Codes.

Historical Incidents

During the long concordance dispute of the 3,900th Tower Year, the Third Concordance and the Second Spiral Codex issued contradictory schedules for Primary Nullification of self-referential holdings, producing the precedent later codified as Indexical Nullification. The Dampening Protocols of Floor 22,441 were amended eleven times in a single winter to accommodate the resulting backlog, and the Acoustic Dampening Guild submitted a sealed objection that has not been opened owing to a labelling error in the Department of Reclamation.

Relation to Other Doctrines

Primary Nullification is distinguished from Sanctioned Nullification only by degree of prior authorisation; from Conceptual Nullification by the retention of intellectual accessibility in the latter's absence; and from Retroactive Nullification by its forward application to present validated states. The Nullification Paradox is held by the Office of Verification to be endemic to all branches, but the Floor of Silent Bells records no instance under Resonance Containment Amp Acoustic Nullification that was not resolved by the Gegenton Array within two Tower days.
