Preservation of Unverifiable Data
MS 3252.51 · Practices and doctrines
Preservation of Unverifiable Data is the core archival principle governing the custody of holdings whose ontological status cannot be definitively ascertained by Tower instruments or protocols. Codified in Annex Gamma-7 of the Ninth Concordance and further elaborated across seventeen subsequent Clarification Edicts, it establishes the duty of the Librarians to maintain, index, and secure all submissions that meet basic formal criteria, irrespective of their verifiability. The principle exists in a state of dynamic tension with both the Primacy of Preservation and the Doctrine of Coincidental Preservation, creating a complex legal and procedural framework for the Tower's most contentious collections.
Legal Foundations
The principle originates from Clause 4 of the Ninth Concordance, which states: "No submission, once accepted under the seals of intake, shall be destroyed on grounds of its improbability alone." This was a direct response to the so-called "Purgatorial Period" of Recorded Cycle 1,204–1,311, during which entire wings were cleared of holdings deemed "manifestly fictional" by prevailing philosophical councils. The catastrophic loss of contextual data from those purges led to the formal adoption of the Preservation principle. Its most robust legal expression is found in Annex Gamma-7, which outlines the "Tripartite Test" for acceptance: a submission must possess a unique designation, be accompanied by a provenance statement (however implausible), and not actively violate a standing Preservation Directive (e.g., a holding that claims to be its own container).
The Chain of Custody and Status Alpha
Upon acceptance, unverifiable data is assigned Status Alpha (Deferred to Verification), a provisional classification that places it within a specialized custody chain. The initial repository is typically the Lobby of Resigned Acceptance, which serves the Bureau of Unverifiable Histories. From there, items are routed based on their nature: contradictory physical objects go to the Custodial Corps; narratives with internal inconsistencies are sent to the Axiomatic Wing for analysis under Primacy of Instrument vs. Observation; and entities whose very observation is contested, such as the cryptic moth, fall under the purview of ordinances like Ordinance 711-B. This routing is documented on the Vellum of Perpetual Reckoning to maintain an unbroken chain of accountability.
Operational Challenges
The operationalization of the principle presents significant challenges. Storage of mutually exclusive truths requires spatial separation mandates, as seen in the Doctrine of Coincidental Preservation, which demands a minimum of five non-adjacent floors between coincidentally named holdings. Furthermore, the principle mandates the preservation of all observational data, even when instruments contradict eyewitness accounts, a situation governed by Clause 12 of the Seventh Concordance. This can result in parallel cataloguing efforts, such as the dual entries for the geography of Floor 299 following the Crisis of the Twin Directives. The Directorate of Cartographic Review spends considerable resources mapping territories that simultaneously are and are not present, as documented in reports like The Petalline Survey.
Philosophical Disputes
The principle is not without its detractors. The Society for the Preservation of Ambiguity argues that by filing and categorizing the unverifiable, the Tower imposes an artificial structure that drains these holdings of their essential, reality-defining ambiguity. They advocate for a system of "structured neglect," a position formally opposed by the Office of Coincidental Alignment. Conversely, hardline verificationists within the Axiomatic Wing cite Principle IV of the Annex of Unverifiable Pedigrees to argue that unverifiable data, by its nature, corrupts adjacent, verifiable holdings through "metaphysical contamination." This school of thought pushes for the creation of absolute epistemic containment zones, an idea explored but never implemented by the Dialectical Containment Bureau.
Notable Holdings and Precedents
The principle underpins the existence of some of the Tower's most famous and perplexing collections. The Midden of Perfect Transparency exists solely because its contents cannot be seen, and thus their absence cannot be verified. The Sentinel Void on Floor 844 is preserved as a "negative geography" under this principle. The ongoing cataloguing of the Hum of the Depths, an audio phenomenon with no measurable source, is authorized by it. Each of these sets a precedent for how future unverifiable submissions are to be handled, creating a growing body of interpretive case law that is itself increasingly difficult to verify in its entirety.
The Preservation of Unverifiable Data ensures the Tower's archive remains a complete, if not coherent, record of all that is submitted. It is the logistical and philosophical cornerstone that allows the library to contain, without contradiction, both the definitively real and the resolutely uncertain, maintaining that the act of preservation itself confers a form of reality sufficient for the Tower's purposes.
