Point 5 (Stairwell Measurement Tolerances)
MS 3413.36 · Practices and doctrines
Core Specifications
The tolerances defined in Point 5 are absolute, not proportional, and are measured in Standard Tower Units (STU). For any given flight of stairs within a registered stairwell taxon, the following apply:
- Riser Height Variance: A cumulative divergence of less than 0.05 STU across ten consecutive steps is Permissible. A divergence between 0.05 and 0.5 STU is Notable and must be reported to the Clerk of the Gradient. A divergence exceeding 0.5 STU is Catastrophic, triggering an immediate Stairwell Calibration and potential reclassification.
- Tread Depth Consistency: Point 5 stipulates that tread depth is considered stable if variance remains below 0.03 STU per linear meter. Variance between 0.03 and 0.3 STU necessitates the posting of a Form D-7 cautionary placard. Variance beyond 0.3 STU renders the stairwell "provisionally non-compliant" and subject to the protocols of Memorandum Delta12 Ge to Gtm.
- Pitch Drift: The allowable drift in angular pitch per flight is 0.25 degrees. Drift between 0.25 and 2.5 degrees requires compensatory adjustments noted in the Stairwell 44 log. Drift exceeding 2.5 degrees invokes the protocols for a Stairwell Paradox and may lead to the stairwell's designation as a Backwards Stairwell.
Application and Enforcement
Measurement according to Point 5 is the responsibility of the Guild of Exactitude, whose surveyors use the Oculus of Absolute Reference as the primary calibration tool. All findings are filed in triplicate: one copy remains with the Guild, one is submitted to the Archives of Verticality, and one is physically affixed to the Point of Origin of the measured section.
Enforcement is typically administrative. A stairwell found in Notable Tolerance is placed under observation for a minimum of three calendrical cycles, during which its measurements are taken weekly. Repeated or worsening readings can escalate the status to Catastrophic without breaching the original threshold. The celebrated case of Access Point 22-Delta demonstrated that a Catastrophic rating could be applied retroactively based on trend analysis, not just a single measurement.
Controversies and Interpretations
The most persistent scholarly debate concerns the applicability of Point 5 to spiral staircases. The text explicitly references "flights of stairs," which Archivist-Procedural Kael argued in his "Treatise on the Helical Descent" does not encompass continuous spirals. This interpretation, if accepted, would exempt notable structures like the Administrative Spiral Beta from these tolerances. The counter-argument, upheld by the Librarians in The Inquest of the Shifting Stairwell, is that any discrete 360-degree segment of a spiral constitutes a "flight" for the purposes of the Point.
Furthermore, Annex Epsilon provides a conflicting set of tolerances for Stairwell Epsilon, granting it a special variance of 0.075 STU for riser height before a Notable classification is triggered. Proponents of strict uniformity, primarily within the Guild of Exactitude, consider Annex Epsilon a dangerous precedent that undermines the universality of Point 5.
Notable Instances of Point 5 Invocation
- The Vanishing Stairwell Determination (879 T.R.)
- The initial Stairwell Calibration that led to Point 5’s codification. Measurements of what was then designated Stairwell Theta showed a pitch drift of 3.1 degrees, immediately triggering a Catastrophic Tolerance ruling. The stairwell was decommissioned and its entry expunged, becoming a primary case study in tolerance enforcement.
- The Whispering Stairwell Compliance Review (912 T.R.)
- Routine measurement of Whispering Stairwell Floor 8433 revealed a riser variance of 0.048 STU—technically within Permissible limits. However, the whispering statues on that floor reported a variance of 0.052 STU. After a prolonged debate, the statues' testimony was deemed an environmental effect, not a measurement tool, and the Permissible rating was upheld, though a footnote was added to the Hall of Whispering Specifications.
- The Thirty-Second Step of the West Spiral Anomaly
- A persistent, isolated variance in a single step of a major spiral, which consistently measures 0.49 STU (Notable) despite all surrounding steps being within 0.01 STU. It has been granted a permanent exemption via a special clause, as recalibrating the entire spiral to correct one step was deemed to risk a larger Catastrophic Tolerance event.
Related Documentation
Point 5 does not exist in isolation. It is intrinsically linked to the broader Three Tolerances framework and must be read in conjunction with the Manual of Acceptable Tolerances for non-stairwell applications. Subsequent clarifications are often issued via Guild Memorandum, the most relevant being the series beginning with Memorandum Delta12 Ge to Gtm, which addresses measurement techniques for fluctuating environments. All filed complaints regarding Point 5 violations are processed through the registry at Stairwell 44.
