Panel of Settled Dust

Panel of Settled Dust is the final appellate body authorized to adjudicate disputes concerning the ontological status, classification, and ultimate disposition of Archival Dust and derivative Archival Dust Objects. It convenes in situ within the Spire of Cartographic Echoes on Minor Spire Omega, and its rulings are binding across all Spires and Apertures. The Panel's authority derives from the Third Concordance, Clause 714, "On the Quiescence of Particulates," though its modern procedures are largely defined by the later Doctrine of Settled Intent.
Jurisdiction and Composition
The Panel's primary mandate is to determine when Archival Dust, or objects composed thereof, may be considered "settled" – that is, when their potential for further metaphysical interaction or narrative recursion has been exhausted. A finding of settled status is a prerequisite for the issuance of a Certificate of Final Deposition, which permits transfer of the material to the Chamber of Settled Dust on Floor Ξ-7. The Panel is composed of seven Meta-Inquisitors, each drawn from a different archival discipline. Appointments are for life, or until the appointee is themselves ruled to be composed of unsettled dust, whichever comes first. The current roster is not published, in accordance with Annex Delta-3 of the Procedural Codex.
Procedural History
The Panel was formally constituted during the Year of the Dust Settled Ledger (Librarian Reckoning 14,322), following the Great Dust Clarification of Appeal 22,117. Prior to this, dust arbitration was handled on an ad hoc basis by the Dust Arbitration Council, leading to widespread inconsistency. The pivotal case of In re: The Petition for Sentient Dust established the Doctrine of Settled Intent, which holds that the "settled" quality is conferred not by the dust's inherent properties, but by the definitive cessation of external annotative or curatorial will upon it. This ruling effectively transferred the focus of proceedings from the Dust Abatement Office’s chemical analyses to the Panel's philosophical deliberations.
Notable Rulings
The Panel's docket is vast, but several rulings are considered foundational:
- Appeal 31,408: Established that dust shed by a disputed footnote has a different ontological weight than dust shed by a settled marginalia, even if chemically identical.
- Appeal 45,991 (The Case of the Resonant Page): Ruled that a book which dissolves into dust upon being read aloud is, by definition, never fully settled, creating a permanent loop of jurisdiction that now occupies a dedicated sub-committee.
- Appeal 72,005: Clarified that the dust generated by the friction between two contradictory concordances is to be treated as a "procedural residue" and filed with the Proceedings of the Dust Abatement Office, not deposited.

Relationship to Subsidiary Bodies
The Panel operates at the apex of a complex administrative structure. The Dust Abatement Office serves as its intake and investigative arm, receiving petitions and preparing the preliminary Registrar of Particulate Appeals. The Hall of Settled Truths provides the physical venue for most preliminary hearings and stores the Log of Settled Geographies, a key evidentiary document. The Chamber of the Settled Dust is often erroneously conflated with the final repository (the Chamber of Settled Dust on Ξ-7) but is in fact a minor procedural subdivision within the older Dust Arbitration Council, now responsible only for processing dust generated by the Council's own internal memos.
Scholarly Disputes
A significant minority of archivists, most notably the school following Prefect Aris (author of the 300-volume treatise The Chamber of Settled Dust), contends that the Panel’s reliance on the Doctrine of Settled Intent introduces an untenable subjective element into what should be a purely material process. They argue that dust, once physically inert, is settled de facto, regardless of any unresolved metaphysical queries. This position, sometimes called the "Arisian Heresy," was explicitly rejected in Panel Dicta 889, but continues to be debated in peripheral spiral colleges. A further, more obscure dispute concerns whether the Panel itself, through its long contemplation of dust, has begun to accrete a layer of juridical dust that may one day require adjudication before a higher body—a prospect for which no procedure currently exists.
