Hall of Settled Truths
MS 7049.27 · Places and structures
The Hall of Settled Truths is a procedural chamber administered by the Committee of Parallel Truths where archival claims are granted the status of "Settled Truth," a temporary but binding ontological classification that renders them immune from formal contradiction for a defined period. Located in the administrative annex of Floor 909, The Hall of Unsettled Arguments, it operates under the authority of the Fourteenth Concordance, Clauses 22-28, which define the rites of settlement and the protocols for their eventual dissolution.
Architecture and Ambiance
The Hall is a long, rectangular room illuminated exclusively by the cool, monochromatic light of mandated sodium-vapor lamps, their hum a constant auditory backdrop. The walls are lined with shallow, meter-wide alcoves, each containing a single sheet of Luminous Papyrus upon which a newly Settled Truth is inscribed. The air is kept in a state of forced stillness; the ventilation system is calibrated to a zero-turbulence setting to prevent any Settled Truth from being physically disturbed by a draft. The floor is paved with hexagonal slate tiles, each inscribed with a reference number corresponding to a past truth whose settlement period has expired. A permanent odor of ozone and static electricity is noted in all visitor logs.
The Rite of Settlement
A proposition is brought before the Hall only after exhaustive, and often conflicting, review by both the Bureau of Reverification and the Hall of Procedural Anomalies. If deemed eligible for settlement, the presiding clerk of the Committee of Parallel Truths oversees the Rite. The claimant must read the proposition aloud while a scribe transcribes it onto the Luminous Papyrus. The papyrus is then sealed within its alcove under a pane of optically neutral quartz. The period of settlement—ranging from one decade to one century—is determined by a formula factoring in the number of prior contradictory filings and the estimated ontological mass of the claim, as calculated by the adjutants of Floor 7,117, The Calibrated Atrium. During this period, the truth is considered axiomatically true for all administrative and cataloguing purposes within the Tower. To formally contradict it is a breach of protocol punishable by reassignment to Floor -12: The Chamber of Unspoken Directions.
The Dissolution and Transfer
Upon the expiration of its settlement term, the status of the truth is automatically revoked at the stroke of midnight, Tower Mean Time. The quartz pane is removed, and the Luminous Papyrus, now dimmed, is carefully extracted. The physical document is then pulverized into a fine powder in an on-site mill. This powder, now classified as ontologically inert Archival Dust, is transported via sealed conduit to The Chamber of Settled Dust for final deposition. The alcove is scrubbed with a solution of distilled water and magnetized iron filings before being made available for the next settlement. The reference number of the dissolved truth is added to the floor.
Controversies and Scholarly Disagreement
The legal and ontological standing of truths during the settlement period is a subject of continuous debate. The Seventh Citing Concordance asserts that a Settled Truth "partakes of the nature of bedrock, unassailable and fundamental," while Annex Δ of the Fourteenth Concordance describes it as "a procedural convenience, a temporary bulwark against the tide of contradiction, possessing no inherent quality of truthfulness." This tension is most visible in the annual Contest of Contradiction, where junior archivists practice formulating arguments against currently Settled Truths in a theoretical, non-actionable forum. Furthermore, the Ledger of Settled Margins records seventeen instances where a truth was dissolved only to have an identical proposition submitted for a new settlement rite within a week, a practice critics call "truth-cycling." Proponents argue this is a feature, not a bug, of a system designed to manage epistemic entropy.
Relation to Other Chambers
The Hall of Settled Truths is part of a complex epistemic workflow. Claims typically originate in the Hall of Unresolved Queries before moving to the Hall of Unsettled Arguments for formal debate. A claim that survives this process but cannot be permanently resolved may be put forward for settlement. Conversely, the discovery of a critical flaw in a Settled Truth before its term expires requires the filing of a Notice of Textual Irregularity in the Hall of Inception, initiating a crisis review that can lead to a rare pre-dissolution. The Bureau of Appointments is responsible for selecting the clerks who oversee the Rite, a position considered both prestigious and perilous to one's philosophical convictions.
Administrative Note: The current schedule, per the Log of Settled Geographies, allocates Alcoves 1-47 for truths settled under the Fourteenth Concordance. Alcoves 48-100 remain under the jurisdiction of the older, largely superseded Ninth Concordance, and are used only for settlements pertaining to cartographic paradoxes, as per the last ruling of the Chamber of Cartographic Appeals.
