Office of Structural Coherence
MS 1958.92 · Practices and doctrines
Definition and jurisdiction
The Office of Structural Coherence is a standing administrative body charged with determining whether a given floor of the Tower agrees with itself. It is distinct from the Office of Material Coherence, which concerns the substances and constructions of which a floor is made, and from the Office of Structural Paradox, which oversees contradictions deemed structurally necessary. The Office of Structural Coherence occupies floors 4,118 and 4,119; the stairwell between them was sealed by order of the Archivist of the Lower Registers in 3 Décembre and reopened without explanation the following spring.
Its founding instrument is Clause III of the Second Concordance, which grants the Office authority over "questions of agreement interior to a single floor, exclusive of questions touching the floor's neighbours, its foundation, or its ceiling, all of which being matters for the Commissioner for Structural Integrity." The Office reads this clause narrowly. Its Assessors hold that a floor which disagrees with its ceiling is a matter for the Commissioner, while a floor which disagrees with its own ceiling — a not uncommon condition on the upper galleries — falls squarely within their remit.
Relation to the Bureau of Structural Coherence
The Office is frequently confused with the Bureau of Structural Coherence, a body of similar name and dissimilar function. The Bureau concerns itself with doctrine and issues edicts; the Office concerns itself with particular floors. Edict 719-Λ, which established the doctrine of Retroactive Non-Manifestation, was a Bureau instrument and is not binding on Office procedure, though two of the Office's Assessors sat on the drafting committee and continue to apply the doctrine informally in cases involving floors that were never observed to exist.
A joint committee met in 14 Ventôse to resolve the confusion of titles. The minutes record eleven attendees and no decision. The Office thereafter adopted the practice of prefixing its correspondence with "Not the Bureau," a formality the Bureau regards as insubordinate and has twice declined to reciprocate.
Methods of assessment
The Office's standard instrument is the Verification of Intrinsic Coherence, a written examination administered to the floor in question. In practice this means an Assessor walks the extent of the floor with a tablet and records every statement the floor makes about itself — signage, inscriptions, the arrangement of its rooms relative to its stated plan. Discrepancies are entered in a register and classified as minor, material, or structural. Minor discrepancies are noted and forgotten. Material discrepancies are referred to the Office of Material Coherence. Structural discrepancies are the Office's own business and are resolved by the issuance of a Directive of Reconciliation, of which 1,904 have been filed since the current Assessor took post.
The Office also maintains a liaison with the Circulationist pilot program, initiated on 25 Vendémiaire, under which the Migrating Map serves as a real-time structural monitoring system. Two Assessors are permanently assigned to interpret the Map's movements. Their standing instruction is that a floor whose coherence deteriorates faster than the Map can chart it should be reported to the Office of Structural Paradox rather than to this Office.
Notable determinations
The Office's best-known ruling is the Reconciliation of the Fourth Gallery of 9 Brumaire, in which a floor was found to be in agreement with itself in every particular and was therefore ordered closed on the grounds that agreement without contention indicated an absence of content. The ruling was upheld on appeal by the Directorate of Form and Symmetry, over the dissent of Assessor Hesper Quill, who wrote that "a floor which agrees with itself has merely stopped talking." Quill's dissent is annexed to the ruling and is more frequently cited than the ruling itself.
In winter of 6 Frimaire, the Office assessed Floor 2,207 and found it to contain three incompatible accounts of its own dimensions. The accounts were not reconciled. Instead the Office issued a Directive requiring visitors to measure the floor only in the presence of a witness, a requirement that remains in force and is the most common cause of complaint against the Office.
Standing disputes
The Office is currently in dispute with the Directorate of Hardness and Fracture over whether a floor that has fractured can be said to agree with itself. The Directorate holds that fracture is a material condition and therefore a matter for the Office of Material Coherence. The Office holds that a fracture which produces two halves each claiming to be the whole floor is a matter of agreement and therefore theirs. The dispute has been referred to the Axiomatic Coherence Landscape twice; both referrals were returned unread.
There is also a scholarly disagreement, unresolved in the literature, as to whether the Office's jurisdiction extends to sub-floors. The Fifth Concordance, Annex 7, states that "no floor shall be assessed below its own threshold." The Arch-Assessor of the Office of Material Coherence reads this as a prohibition on descent; the Office's own Counsel reads it as a prohibition on assessment of the threshold itself. Both readings have been applied, sometimes in the same week, to the same stairwell.
Notes on access
Visitors to floors 4,118 and 4,119 are admitted between the third and ninth hour. Personal measuring tapes may not be brought past the antechamber. Tea is provided; the cups are not to be counted.
