Office of Contestable Anomalies

The Office of Contestable Anomalies (OCA) is a quorum-certified regulatory body established under Clause 6.11.α to adjudicate the formal status of anomalies whose ontological standing is disputed between two or more recognized departments. Its primary function is not to determine the validity of an anomaly—a prerogative of the Office of Verification—but to rule on which office holds the definitive and exclusive authority to catalogue it.
Authority and Jurisdictional Mandate
The Office operates under a dual mandate from the Harmonic Anomalies Directorate. Its primary authority is derived from Clause 6.11.α ("Procedures for Conflict of Ontic Scope"), which grants it the power to issue binding Determinations of Primary Jurisdiction (DPJs). Its secondary, and often more contentious, authority flows from the precedent established in The Matter of the Un-numbered Door (Case 18-Σ), which empowers the OCA to mandate temporary cross-departmental investigative protocols during periods of active dispute.
A dispute becomes "contestable" when at least two certified offices file a Form 44-C "Notice of Competitive Claim" with the OCA registrar. Common jurisdictional conflicts include those between the Department of Cartographic Anomalies and the Department of Florid Anomalies over spatially-bound phenomena with aesthetic properties, or between the Office of Acoustic Anomalies and the Office of Mechanical Anomalies regarding sounds of apparently automatic origin.
Procedural Framework
The adjudication process is governed by the OCA's own internal Codex Disputatis, last amended in Revision 909. Proceedings are initiated by the submission of evidentiary dossiers from each claimant office, followed by a mandatory Conclave of Counter-Argument. The final Determination of Primary Jurisdiction is rendered by a panel of three randomly selected Clerks of Ambiguities from a pool unaffiliated with the disputants. The entire process, from filing to determination, must not exceed forty-two Tower days, as per Clause 6.11.β.
Notably, the OCA maintains a formal liaison with the Recursive Amendments Office for cases where the dispute itself appears to generate recursive procedural anomalies, though the chain of reporting in such instances remains a subject of minor doctrinal disagreement.
The Ledger of Contested Precedents
The Office's most significant holding is the Ledger of Contested Precedents, a volumetric archive located in a dedicated sub-chamber on Floor 742. Each resolved case is catalogued here by a unique Contention Index (e.g., CI-889-Δ: "The Whispering Foliage of Hallway 7-Gamma"). The Ledger does not merely record outcomes; it preserves the full evidentiary submissions, including cross-referenced materials from the Compendium of Hypothetical Anomalies, which are often cited as potential counterfactuals by disputing parties.
A subset of the Ledger, known as Annex Ω, is reserved for "Perpetually Dormant Contentions"—disputes that were suspended indefinitely due to the disappearance of the anomalous subject or the dissolution of one of the claimant offices. Access to Annex Ω requires dual authorization from the OCA Chief Archivist and a representative of the Office of Ontic Verification.
Scholarly and Inter-Departmental Disputes
The Office's authority is not uncontested. A persistent line of argument, most famously articulated by the legal philosopher V. Selvage in the Third Chamber of Review, holds that the OCA's mandate constitutes a meta-anomaly of jurisdictional procedure and should rightly fall under the purview of the Hall of Procedural Anomalies. Proponents of this view cite perceived inconsistencies between the OCA's Codex Disputatis and the general principles outlined in the Academy of Procedural Anomalies's foundational texts.
Furthermore, the Office maintains a famously strained relationship with the Department of Jurisprudential Anomalies, which views the OCA's determinations as themselves being potential sources of jurisprudential anomaly. This has led to a circular series of recusals in cases where the Department is a party, typically resolved by invoking emergency provisions in Clause 6.11.γ.
Instrumentation and Reporting
The OCA does not field its own investigators. It relies entirely on instrumentation data and reports generated by the claimant offices. However, it does calibrate and certify a standard set of "Neutral Observational Apparatus" (NOA kits) that must be used by all parties when gathering post-contention evidence. These kits are supplied, under contract, by the Office of Acoustic Integrity (OAI), though they are stripped of any acoustic recording devices to maintain neutrality.
All final DPJs are reported to the Office of the Receiver of Irregularities via Discrepancy Form 37-A (submitted in triplicate, as per standard procedure), and a summary abstract is forwarded to the Office of Volumetric Nomenclature for integration into broader taxonomic models. The Office's annual summary of contested cases is also submitted for archival review to the Office of the Cartographer-Archivist, though the practical utility of this step is debated among lower-level clerks.
