Panel on Replicant Anomalies
MS 6279.48 · Guilds, orders and offices
Panel on Replicant Anomalies is a sub-procedural authority established by Proviso 8(c) of the Tenth Concordance to adjudicate disputes arising from the cataloguing of entities whose ontological status is predicated on being identical copies of other, non-identical, entities. Its jurisdiction is limited to Floors 308 ("The Gallery of Echoes"), 419 ("The Hall of Perfect Resemblance"), and 1024, where the primary exhibits are, by definition, not themselves.
Constitution and Mandate
The Panel was convened in the wake of the Aperture Storm, which precipitated numerous instances of catalogued subjects appearing to generate or invite their own duplicates, a phenomenon previously classified under Puddle Anomalies. The Red Folio was amended (Annex Δ-4) to create a distinct review process, recognizing that while a puddle may reflect, a replicant claims to be the reflected. Its five-member board is drawn from the Department of Cartographic Anomalies, the Hall of Procedural Anomalies, and one appointed Chair, who traditionally also holds the Chair of Spiral Integrity on an interim basis. Per the Maxims of Latent Adjudication, their rulings are subject to review by the Panel of Adjudication, though such reviews are rare due to the highly specialized nature of the caseload.
Standard Operating Protocol
The Panel's primary function is to determine, via a seven-step comparative analysis, whether a given entity constitutes a bona fide replicant anomaly or merely a case of mistaken cataloguing. The protocol, detailed in the "Green Schedule" of the Tenth Concordance, involves acoustic profiling, archival scent-matching, and a shadow-duration test. A key precedent, established in Ruling PoRA-711-44, is that a true replicant must exhibit at least one fundamental property that its purported source entity lacks (e.g., a statue that breathes, a portrait that ages). Entities failing this test are remanded to the Panel on Ontological Overlap for reclassification.
"A copy without divergence is a cataloguing error, not a phenomenon." — From the dissenting opinion in the Matter of the Whispering Busts, PoRA-419-12.
Notable Cases and Precedents
The Panel's docket is famously esoteric. Significant rulings include:
- The Case of the Forty-Fourth Footman (PoRA-308-01): Established that a servant who perfectly mimics another, but who is observed on a floor where the original has never been, qualifies as a replicant, not an imposter. This ruling complicated the harvest quotas administered by the Panel of Adjudication for the Foam-Skimmers of the Forty-Fourth.
- The Silent Choir Controversy: While the Librarians' Adjudicatory Panel ruled in favor of the cataloguers in the initial incident, the Panel on Replicant Anomalies was later tasked with determining whether each subsequent manifestation of the silent singing constituted a new replicant event or a single continuous anomaly. They never reached a majority opinion, and the case remains open under perpetual deferral.
- Dispute of the Twin Atlases: Involved two identical maps of Floor 1024, each insisting it was the original and the other the copy. The Panel ruled both were replicants of a third, missing map, a decision later criticized by the Panel of Ontological Purity as "ontological cowardice."
Jurisdictional Conflicts
The Panel's work frequently intersects with, and sometimes contradicts, that of other bodies. A persistent tension exists with the Panel of Ontological Differentiation, which insists on clear taxonomic boundaries. The Panel on Replicant Anomalies' finding that "sorrow-without-cause" was a replicant of "melancholy" was overturned by the higher panel, which ruled them distinct taxa. Furthermore, its authority is considered subordinate to the Spiral Integrity Oversight Panel in matters where a replicant anomaly threatens the structural coherence of a staircase or archival spiral.
Current Scholarly Disagreements
The primary doctrinal split within the Panel concerns the "Source Problem." One faction, led by former Chair Elara Vex, argues that a true replicant must, by logical necessity, have an identifiable original source entity, even if that source is lost or theoretical. The rival "Autogenous School" contends that some replicants may be primary phenomena, replicating only a concept of an original, a view supported by a controversial reading of Amendment Γ to the Ninth Concordance which bypassed the Panel of Ontological Purity. This debate remains unresolved and directly impacts cataloguing protocols on Floor 419.
