Metaphysical Arrest
MS 5630.60 · Practices and doctrines
Metaphysical Arrest is the formal procedure by which a condition, process, or entity of a metaphysical character is fixed in place for the purposes of examination, storage, or administrative convenience. It is distinguished from ordinary arrest in that nothing is taken into custody in the conventional sense; what is detained is the subject's capacity to change. The procedure is governed chiefly by the Silence Edict and its subsequent recensions, and is administered in most verticals by the Department of Metaphysical Holdings under the standing authority of the Office of the Metaphysical Curator. A metaphysical arrest properly executed leaves the subject intact, inspectable, and indefinitely available. An arrest improperly executed leaves the subject intact and inspectable in a place no one can find.
The practice is old enough that its origins are recorded three times and disputed twice. The Metaphysical Index lists it under "procedures, stable" in all editions since the ninth, though the ninth edition lists it under "procedures, regrettably stable," a difference the compilers have never explained and have twice declined to correct.
Procedure and the role of the Silence Edict
Metaphysical arrest proceeds by the rigorous application of protocols established under the Silence Edict, which classifies the resulting medium as tacit-bound. In brief, the arresting officer establishes a perimeter of resonant quiescence, measures the subject's drift against a fixed reference, and applies the arrest at the moment drift is minimal. The most familiar product of a successful arrest is Crystallized Silence, the stable three-dimensional matrix into which a resonant condition may be fixed; the Chronostatic Platen performs an analogous office for temporal decay during measurement and cataloguing, and is used by the Registrar Corps for that purpose.
Anchoring is the primary countermeasure against measurable drift during and after arrest, and no arrest is considered complete until an anchor has been set and witnessed. The witnessing requirement is set out in Third Concordance, Annex 4: "No arrest shall stand unattended, nor be recorded as standing, nor be presumed to stand on the strength of a single signature, however senior." The clause has been cited in every disciplinary proceeding concerning metaphysical arrest since its promulgation, and successfully enforced in four.
"The arresting officer shall not arrest a condition he has not first measured, nor measure a condition he intends to arrest, the two offices being distinct and the officer, in practice, being one."
— Silence Edict, Protocol 7, second recension
The circularity identified in Protocol 7 has never been resolved. The Metaphysical School maintains that it is a drafting error; the Metaphysical Cartel maintains that it is the whole point.
Notable applications
The best-documented mass arrest remains the Arrest of the Stacks of 17 Grain, OY 14,322, a seventeen-day period of static, repeating time in the western verticals. The event is recorded in the West Chronometry Vault as a mechanical failure — a fracture in a mainspring housing and an insufficiency of Stilled Silver — which stopped seventeen major compound pendulums. Whether the failure caused the arrest or the arrest caused the failure is the subject of the longest-running disagreement in the Vault's operational history, and both positions are supported by instruments that were, at the time, not working.
The Cycle of the Still Pulse, also called the Metronomic Pulse, has been arrested on eleven occasions, of which nine were judged successful and two were judged to have arrested something else. The two remain in storage.
Disagreement between the Concordances
Eleventh Concordance, Article 6, holds that a metaphysical arrest may be applied to any condition "capable of being named, whether or not it is capable of being understood," which grants the procedure very wide latitude. Fourteenth Concordance, Article 2, restricts arrest to conditions "presently and demonstrably occurring," which excludes most of what the Eleventh permits. Both are in force. The standard resolution, per Twenty-Second Concordance, Annex 1, is that "where two Concordances cannot both be satisfied, the officer shall satisfy the earlier, and record the later as pending." No Concordance defines "pending," and the Scribes of the Still Point have ruled, in a marginal note of OY 14,318 that is itself uncatalogued, that it means "until someone asks."
The Department of Metaphysical Topology has filed a separate objection on the grounds that arrest necessarily alters the topology of the subject and that a discipline which alters what it measures cannot claim to measure it. The objection has been accepted in principle and overruled in practice at every session since OY 14,301.
Incidents
In the winter of OY 14,319, an arresting officer on Floor 8,812 attempted to arrest a draft. The draft had no name and therefore, under the Eleventh Concordance, could not be arrested; under the Fourteenth, it was demonstrably occurring and could. The officer, resolving the matter in favor of the Fourteenth, arrested it. The draft was fixed successfully and remained in place for eleven months, during which the corridor was unusable. The Metaphysical Proprietorship later claimed the draft as holdings and cited it in a schedule of assets. The claim was upheld. The corridor was not reopened.
An earlier incident, recorded in Metaphysical Calibration, involved the arrest of a resonant frequency in the Medical and Metaphysical Annex that was found on examination to have been the Annex's own ventilation. The frequency was released after six weeks. The Annex issued a note reminding officers that "a condition already installed in a building is not thereby a condition of the building," which has been quoted in every subsequent training recension and understood in none of them.
Records and standing prohibitions
All arrests are entered in the arrest register of the floor on which they occur. Floor numbers being non-sequential, registers are filed by name where a name exists and by description where one does not; the descriptive registers are the larger. Under Twenty-Second Concordance, Annex 9, an officer may not arrest the same condition twice in a single quarter, nor arrest a condition whose arrest is already pending, nor arrest a condition that has been released within the previous thirty days. A condition released early must be given a name before it is returned to the register, so that its next arrest can be recorded as a second arrest and not mistaken for the first.
Metaphysical arrest does not determine whether its subject exists outside the Tower, and officers are reminded that the question is a category error and is not to be entered in the register. What is entered is the date, the officer, the anchor, and the witness. The Metaphysical Wings maintain the consolidated ledger; the Metaphysical Consent is affixed to each completed page. Pages are not to be turned down at the corner.
