Meta-Conceptual (M-Zones)
MS 9092.20 · Places and structures
Meta-Conceptual Zones (M-Zones) are floors, chambers, or walled precincts in which the Tower's holdings are catalogued with direct reference to other holdings' catalogues rather than to the objects those catalogues describe. The distinction is administrative but not trivial. An object in an ordinary holding is filed by what it is; an object in an M-Zone is filed by what the archive says about what it is, and thereafter by what the archive says about that, to a depth fixed at designation and recorded in the floor's headnote. The Office of Meta-Glossary maintains the standing register of M-Zone designations and is the only body empowered to amend a zone's designated depth.
Definition and demarcation
M-Zones are separated from adjacent holdings by Architectural Demarcation, though the floors so treated differ from those given over to Volatile and Substantive zoning in one respect: an M-Zone's boundary is not a line on the floor but a change in the depth at which the catalogue is consulted. Attendants mark this with a painted numeral at the threshold, customarily in ochre, together with the zone's designation depth. A visitor who reads the numeral at the correct distance is held to have been informed. Reading it from within the zone confers no such standing, a rule introduced under the Nineteenth Concordance after an incident on the Weighing Stair in the winter of 402, in which four clerks disputed whether they had entered a depth-three zone or merely stood near one for eleven days.
Where an M-Zone abuts a Transit Aperture, a short intervening gallery is required, generally nine to twelve paces, so that depth references do not carry into the shaft. Such galleries are the smallest examples of Recursive Buffer Zones, though they are not always recorded as such.
Designation and depth
Depth is assigned by the Office of Meta-Glossary on the advice of a survey panel, and is expressed as a numeral followed by a forward stroke: depth 2/1 denotes a zone in which every holding is catalogued once removed, depth 3/2 twice removed, and so on. In practice few zones exceed depth 3/2. The deepest standing designation is the Fifth Floor's reading room at depth 5/4, which contains a single object—a catalogue of catalogues of catalogues of catalogues of the room's own furnishings—and which no Librarian has been asked to consult since 588.
The office calculates conceptual adjacency for each proposed depth before the designation is sealed, a procedure shared with all Amendatory Meta-Clause work and notified to the office in the same week. Where adjacency is found to be too close, the proposed zone is either widened or its depth lowered by one step. Both remedies are considered satisfactory; the choice is left to the surveyor and is a known source of friction between panels.
The Silvanus ruling
A depth-three zone may not be established at any point within forty paces of a Silvanus void. The prohibition follows the Silvanus ruling of 449, in which a surveyor proposed to file a depth-three botanical holding on the ninety-first gallery and found, on the second morning of survey, that the void's absolute botanical negation had stripped the holding's meta-levels one after another until only the catalogue of the gallery's own survey remained. The ruling was upheld without dissent and has never been challenged.
Dispute: the Recension of 461
The principal scholarly disagreement concerns whether an M-Zone's holdings are to be counted in the Tower's general inventory. The Forty-Seventh Concordance, Annex 2, holds that meta-level holdings are "not holdings but remarks upon holdings, and are to be counted once, at the floor of origin" (Forty-Seventh Concordance, Annex 2, clause 7). The Fifty-Third Concordance, Annex 1, written four years later and generally held to have been drafted without sight of the earlier annex, requires that every zone "be inventoried at each depth it maintains, so that no level of the record goes uncounted" (Fifty-Third Concordance, Annex 1, clause 3).
Both annexes remain in force. The resulting double count has been resolved administratively rather than doctrinally: the general inventory records M-Zone holdings in grey ink, and a footnote directs the reader to whichever annex the compiler of that section preferred. The Meta-Inquisitorial Panel has twice declined to hear the matter, on the ground that it is a question of ink.
"The zone is not the object. The zone is the object's opinion of itself, and the Tower has never undertaken to inventory opinions."

Cross-zone confusion
Because M-Zones catalogue by reference, they are susceptible to a characteristic failure: an object may be correctly filed at depth two and simultaneously mislaid at depth one, if the underlying holding has been recatalogued elsewhere without notice. The condition is recorded as Meta-Catalogical Conflict and occurs most often where an M-Zone shares a landing with a Calibrated Atrium. Since Calibrated Atria require Absence Anchors at their transitions, the anchors are sometimes found to be holding the wrong absence, and the zone's depths must be re-sworn before the floor may open.
The Office of Unbuilt Forms has used the Whisper of the Unbuilt Bridge as an informal instrument for detecting such confusion since 512, on the reasoning that an M-Zone in good order returns a fainter whisper than a disordered one. The method is not endorsed by any Concordance and the office records it in a separate ledger.
Access and maintenance
M-Zones are open to all Librarians of the second grade and above. Visitors must sign the depth register on entry and again on leaving; a signature given only once is treated as an unrecorded depth, and the visitor is entered in the day-book as having remained. Attendants sweep the ochre numerals twice yearly with a dry brush, no water being permitted on demarcation paint. The last full sweep of the Fifth Floor reading room was carried out in the spring of 611 and the numeral there is reported to be faint, though legible from the correct distance.
