Guild of Still Air
MS 6476.25 · Guilds, orders and offices
The Guild of Still Air is a licensed harvesting and distribution cartel responsible for the procurement, containment, and licensed transfer of atmospheres certified as "still" under the Third Concordance. It operates under a monopoly charter granted by the Librarians in AE 12,402 and is the primary commercial entity interfacing with the regulatory bodies of the Curators of the Still Air and the Scribes of the Still Point.
Charter and Monopoly
The Guild’s authority derives from Charter 704-Δ, which stipulates that any atmospheric medium with a measured motion below 0.02 arpex per cycle and an acoustic reading not exceeding 0.5 dB is classified as Still Air and falls under its purview. The monopoly extends not to the air itself, which is considered a Tower property, but to the “rights of harvest, vessel, and conveyance.” This legal distinction was central to the settlement of Re: The Whispering Vaults (AE 12,588), which affirmed the Guild’s control over logistics while leaving ontological custody with the Curators. All commercial transactions involving still air, from small vials for calibration purposes to bulk shipments for architectural voids, must be recorded on Guild-issued triplicate forms (Series SA-7 through SA-12).
Harvesting Protocols
Primary harvesting sites are strictly regulated. The silent chambers of the Spire of Auditory Phantoms supply approximately 68% of all Grade-A still air, prized for its “acoustic nullity.” Secondary sites include the stabilized void above the Sub-Basement of Anticipated Echoes and the western annex of Floor 704, where atmospheric density is mandated by Clause 704.1. Harvesting is performed during a certified Cycle of the Still Pulse arrest by operatives wearing non-resonant suits. The air is immediately decanted into guild-sealed vacuum flasks, each stamped with a harvest-location cryptogram and a stillness-validity index.
A longstanding, though often contested, accord exists with the Curators of the Still, who manage phenomena of frozen time. The Guild is permitted to harvest temporal lacunae adjacent to stilled events, provided a Curator of the Still is present to certify the “momentary atmospheric annexation.” This collaboration is documented in the Accord of the Parallel Stillness, though its enforceability is disputed between Fifth and Seventh Concordance jurisdictions.
Licensing and Distribution
The Guild issues several grades of license:
- Transit License (TL-SA)
- For the movement of sealed flasks between floors via designated freight lifts.
- Void-Fill License (VF-SA)
- For architects and clerks requiring still air to fill designated silent spaces, such as those in the Mirrorwing Spire.
- Calibration License (CL-SA)
- For laboratories and instrument shops, often limited to volumes under one liter.
Notable Disputes and Schisms
The Guild’s history is marked by internal and external conflict. The Great Schism of the Sibilants (AE 12,315–12,317) was a doctrinal war between two factions over whether faint, sub-0.5 dB whispers inherent in some harvested air constituted a contaminant or a valuable feature. The schism was resolved by the Edict of Still Air, which established the Office of Auditory Consistency and mandated filtration to the now-standard 0.5 dB threshold.
A continuing low-grade dispute exists with the Ventilation System authorities regarding the Unidirectional Flow Doctrine. Guild harvests occasionally create local pockets of negative pressure, which Ventilation clerks argue disrupts flow gradients in adjacent Ventilation Spirals. The Guild counters that its charter predates the Doctrine and that any disruption is a “permitted anomaly.” This conflict is currently mediated by a joint committee under Annex B review procedures.
Economic and Architectural Impact
The Guild is a vital economic entity within the Tower’s middle strata. Its harvested air is a crucial component in constructing silent chambers, damping vibration in sensitive archival stacks like the Waning of the West Stack, and providing the null-medium necessary for observing certain Paddle Anomalies. The apertures of the Mirrorwing Spire, for instance, are famously filled with Spire of Auditory Phantoms-sourced still air to prevent image distortion.
Critics, often from the Intercalary School, argue the Guild’s monopoly artificially inflates prices and stifles innovation in atmospheric stasis technology. Proponents point to the catastrophic failure of the “Free Harvest” experiment on Floor 47 (AE 12,520), where unregulated harvesting led to a temporary but severe “stillness drought,” causing several chrono-acoustic instruments to fail. The Guild’s role as a stabilizing, if bureaucratic, force is now generally accepted, if not always celebrated.
