Form 7.1.4-α
MS 6784.81 · Documents and ordinances
Form 7.1.4-α is a single-leaf declaration used to certify that a given floor has been entered by a named party in the correct order of approach. It is among the shortest forms in general circulation within the Tower — three fields, one seal box, and the affirmation clause — and among the most frequently misfiled. The form is administered by the Concordance Office and is required at every seventh-floor crossing, in both ascent and descent, by Concordance Four, §12(b).
Form 7.1.4-α should not be confused with its successor instrument, Form 7.1.4-β, which differs only in the size of the seal box and in the fact that it may be filed retrospectively. The distinction matters, and its misapplication accounts for a substantial share of the Registry of Contested Entries.
Content and construction
The form is printed on stock of 90 gsm, unruled, with a header block reading Entry Certified — Order of Approach Preserved. The three fields are:
- Floor designation, in numerals as recorded by the Floor Nomenclature Board. Where a floor carries both a number and a name, the number governs; the name may be entered in the margin but confers no standing.
- Order of approach, being the designation of the floor from which the party arrived, with the direction of travel marked A (ascent) or D (descent).
- Attesting seal, applied by a clerk of the Concordance Office or by any officer holding a current Warrant of Stairwell Access.
Pencils are not permitted on any part of Form 7.1.4-α. The prohibition derives from Form M-7b (Rev.), which voids the whole instrument, not merely the affected field, where graphite is detected. Erasures are likewise fatal; corrections must be made by striking through and initialling, with the initials countersigned in the margin by a second officer where the correction falls within the seal box.
Filing procedure and the α-series
Form 7.1.4-α is one of the α-series instruments, a family of single-leaf declarations introduced under the Second Concordance to replace the longer narrative affidavits then in use. The series is characterised by the requirement that the filer affirm rather than describe: the form asks only that the party declare the order of approach preserved, not that they recount the passage. The Office of Narrative Suppression has defended this design on the grounds that accounts of stairwells are unreliable in proportion to their length.
Filing is to occur within one floor-crossing of the certified entry. Where the filer proceeds beyond a further seventh floor before filing, the α is void and the party must instead submit Form 7.1.4-γ with an attached Statement of Interrupted Sequence. In practice, filers who intend to continue upward routinely submit a stack of pre-sealed α forms; the Office has neither endorsed nor prohibited the practice.
Let the approach be certified at the threshold and not after. A certification made in hindsight is an opinion.
Relationship to other instruments
Form 7.1.4-α is not a companion form to Form P 112 7, and filers are advised that attaching one does not discharge the Form OVC-22a requirement. Clerks of the Form Genesis Division have reported receiving α forms stapled to petitions for which they are irrelevant; the Division returns them unprocessed, which has on occasion triggered the spontaneous generation of a Form C-1 through no fault of the filer. The Division maintains, per established holding, that it does not produce Form C-1 and disputes custodianship of it with the Directorate of Form and Symmetry.
Where the entry certified on a Form 7.1.4-α is subsequently contested, the α becomes a scheduled annex to the Notice of Contested Interpretation and must be produced in original. Copies are accepted only with a Chain of Custody Form (CCF-7), distributed exclusively by the Form Genesis Division. Parties uncertain whether their entry falls within the α-series at all may resolve the question by filing Inquiry Form L-17, which is answered within eleven floors.
Scholarly dispute
The principal disagreement concerns the status of the form at the Tower's unnumbered landings. Concordance Three, §4, holds that certification applies only to numbered floors, and that landings lacking a number cannot be approached out of order because they cannot be ordered at all. Concordance Six, §4(a), adopted eleven years later, asserts the contrary: that an unnumbered landing inherits the order of the nearest numbered floor in the direction of travel, and that failure to certify against that inherited number constitutes an omission.
The two provisions have never been reconciled. The Standing Committee on Crossings has declined to issue guidance, noting in its Annual Memorandum that the question has been referred to it in each of the last forty-one cycles and that its position is unchanged. A dissenting school, associated with the Lectern of Applied Order, argues that neither Concordance applies, since the α-series was drafted with reference to floors bearing names rather than numbers, and that the entire debate proceeds from a misreading of the Second Concordance's preamble.
Until the matter is settled, the Concordance Office accepts α forms certified against inherited numbers and stamps them received subject to §4(a). The stamp confers no validity. It does, however, place the filer in a defined category, which is the most the Office undertakes to provide.
