Floor 0 (The Atrium)

MS 3875.33 · Places and structures

Floor 0 (The Atrium) is the most foundational and, by technical definition, the least catalogued space within the Tower. It is formally designated as the initial reference point for all spatial, temporal, and thematic measurements of the structure’s interior, despite its official status as a "non-catalogued floor." Its central chamber, colloquially and officially termed The Atrium, serves as the baseline from which all subsequent vertical indexing originates.

Topographical Paradoxes

Floor 0 is universally acknowledged as existing, yet its material specifications remain a subject of perpetual administrative revision. According to Annex G, Clause 2.1.1α, it is defined as "the plane of initial orientation, possessing neither positive nor negative elevation relative to itself." This clause is frequently cited by the Office of Spatial Reconciliation in their efforts to reconcile contradictory survey data from expeditions. The floor exhibits the unique property of appearing to expand or contract based on the number of measurement teams present within it, though official records insist this is an observational error in protocol, not a physical phenomenon. A persistent, unsubstantiated legend holds that the faint ambient hum detected in The Calibrated Atrium originates from a resonance with Floor 0's "silent frequency."

Administrative Function

Despite its lack of conventional holdings, Floor 0 is a critical bureaucratic nexus. It houses the Primary Authorization Desk, where all new floor designation forms (Form SR-7B) must be stamped before submission to the archives on Floor 117. This stamp, bearing the sigil of the Librarians, does not denote approval but merely confirms that the application has been "received at the point of origin." The Third Concordance implicitly contradicts this process in Clause 44, which states that "designation precedes location," a philosophical stance that has led to the creation of numerous "theoretical floors" filed in the Index of Superseded Clauses at Floor 7,117, The Calibrated Atrium.

The Atrium itself contains no shelves, stacks, or card catalogues. Instead, its walls are lined with continuously updated maps showing the relative, though not absolute, positions of all other documented atria, including The Sighing Atrium, the Atrium of Measured Breath, and the Verdant Atrium. These maps are notable for consistently omitting their own location.

The Zero Point Collection

The only permanent collection maintained on Floor 0 is the Zero Point Collection, consisting of objects and documents that define categories by their absence. Notable items include:

  • The First Unwritten Concordance: A sealed, empty folio that represents the theoretical foundation of all subsequent governance.
  • The Prototype for Uncalibrated Weights: A set of pristine, never-used balances.
  • The Silence from the Great Proliferation: An acoustic tile said to contain a perfect recording of the moment before the event on Floor 1212.
  • Several suspense files from Floor 1173, held in a state of "pre-custody."

The collection is curated by a rotating duty clerk, a position described in the Fourth Concordance as "the guardian of the potential." There is no record of any clerk ever having been observed performing their duties.

Scholarly Disputes and Expeditions

The primary ontological debate concerning Floor 0 is whether it is the true base of the Tower or merely the first named floor, with an infinite regression of "sub-zero" floors hypothesized below it. Proponents of the "Basal Theory" cite the definitive language of the Second Concordance. The "Infinite Regression" school, however, points to anomalous data from descending expeditions, which occasionally report a "sense of further descent" after their official instruments have registered arrival at Floor 0. These reports are archived in the Chronicles of the Mutable Atrium as perceptual curiosities, not as evidence.

All officially sanctioned expeditions, whether ascending or descending, are required to depart from and return to Floor 0 for final inventory. The return manifests, however, are processed on Floor 1,001, creating a persistent administrative gap regarding the actual moment of re-entry. This gap is the subject of Clause 17 of the Seventeenth Concordance, which is currently under review.

Relationship to Other Foundational Atria

Floor 0 is often conceptually linked with other low-numbered, principle-oriented floors, though it holds a distinct position. While Floor 1: The Atrium of First Principles establishes the axiomatic groundwork for catalogued phenomena, and the Atrium of Rehearsed Truth (Floor 12) deals with provisional realities, Floor 0 concerns itself exclusively with the framework of existence itself. It shares a bureaucratic relationship with the Central Sorting Atrium, as all unsortable items are, by default, assigned a provisional holding code that routes them back to Floor 0 for "conceptual triage." No such item has ever arrived.

The architectural plans for Floor 0, if they exist, are not stored there. The only known reference to its construction is a single, enigmatic line in the ledger of the Glasswrights' Atrium: "Provided substrate for the premise."
