Enforcement
MS 3389.93 · Practices and doctrines
Enforcement is the term of art used throughout the Tower for the acts by which its many offices give effect to the Concordance of Narrow Provisions, the Ordinance of Perpetual Transference, and the several thousand subsidiary rulings that no single reader has held at once. It comprises physical restraint, archival correction, resonant suppression, and the slower labour of retroactive alignment. Enforcement is held to be real within the Tower in the manner of all catalogued things, and its limits are set less by capacity than by the contradictory temper of the documents that authorise it.
Origins and Early Recensions
The first enforcements are attributed to the Obsidian Guard, which in the Second Spiral Recension is recorded as having sealed Aperture 19-Δ on Floor 447 after a catalogued absence attempted egress. The Third Chamber of Review later drafted Annex 4 to regularise such closures, though the Curatorial Bench noted in its marginalia that the aperture had in fact been open for eleven years and was merely mislabelled. The Provisional Logging Protocol was instituted shortly thereafter, requiring that every act of enforcement be entered under its own clause before the ink dried, a rule the Bureau of Cartographic Standards applauded and the Guild of Literalists immediately contested on the ground that ink on enforcement ledgers is permitted never to dry.
Bodies with Enforcement Authority
Authority is distributed by ancient dispute. The Obsidian Guard holds primary enforcement for perimeter integrity and containment breaches, while the Bureau of Axiomatic Purity enforces the Prohibition of Foundation-Sifting, and the Office of Coincidental Alignment performs retroactive enforcement of alignment upon subjects who were aligned all along. The Paradox Control Bureau is charged with the enforcement of Codicil 127, and the Department of Sustenance and Illumination maintains the Single-Source Illumination doctrine by extinguishing secondary lamps on Floors 12 through 88. The Office of Acoustic Stability issues decrees for the Quietude Ordinances, and the Transit Gendarmerie enforces passage rights along the helical stairs. Disputes between these offices are settled by the Adjudication Chamber, whose reviews rarely conclude before the enforcement they review has been superseded thrice.
In the winter of the 3,114th Indexing, a clerk of the Indexing Guild named Pell of the Lower Scriptorium lodged a grievance that the Anglesmiths had enforced a right angle upon a corridor that the Architectural Integrity Subcommittee had declared oblique. The resulting Chronicles of the Mutable Atrium entry records an enforcement edict later voided by Ordinance 4, which had established the administrative framework for Perpetual Citizenship and thereby negated angle-based jurisdiction.
Methods and Their Documentary Base
Enforcement by resonance is governed by Ordinance 412, which authorises Prohibition by Lattice within Resonant Enforcement Zones. The Office of Spatial Reconciliation maintains that such zones must be logged with the Dust Abatement Office to prevent the accumulation of unenforced dust, a position the Committee for Orthographic Purity rejects on the basis that dust is a noun and cannot be enforced. The Metrological Spires provide the standard measures by which an enforcement is deemed proportionate; a seal applied to a door wider than three spans must, by Third Concordance Annex 4, bear the seal of the Curatorial Board.
"No enforcement shall be counted unless the counting clerk has first been enforced against in a manner substantively alike."
— Second Concordance, Clause 7, sub-clause γ
Scholarly Disagreement
A long disagreement divides the scriptoria on whether enforcement precedes or follows the Concordance of Narrow Provisions. The Guild of Literalists holds that enforcement is the reading made visible, and therefore cannot exist before the text. The Bureau of Cartographic Standards, citing a lost floor plan of Floor 0-Σ, contends that enforcement carved the plan and the text merely recorded it. The Third Chamber of Review observed in its 88th audit that both positions had been enforced against one another without resolution, and entered the matter in Annex 4 as pending until the ink dries, which the Provisional Logging Protocol forbids.
Notable Incidents
On Floor 902, the Obsidian Guard enforced a perimeter against a visiting delegation from the Office of Coincidental Alignment, who had arrived to enforce alignment upon the Guard itself; the resulting standoff was logged by the Librarian-Sergeant Kael as a mutual enforcement and filed under Protocol Enforcement. The Curatorial Board later ratified the action as consistent with Personnel Safety, though the Adjudication Chamber has yet to release its review. Visitors to enforcement floors are reminded that they may not bring unaudited silence, as the Office of Acoustic Stability considers unlogged quiet to be an enforcement evasion.

Cross-References and Amendments
The doctrine of enforcement is amended more often than read. The Chronicles of the Mutable Atrium remains the active ledger for transfers under the Ordinance of Perpetual Transference, and the Curatorial Bench advises that any enforcement cited in dispute be checked against the latest recension of the Third Concordance. The Dust Abatement Office continues to record unenforced residues, and the Anglesmiths have pledged no further oblique corrections without the leave of the Architectural Integrity Subcommittee.
