Eastern

MS 6929.68 · Practices and doctrines

Eastern is the operative and jurisdictional designation applied throughout the Tower to those floors, corridors, conduits, and practices whose orientation, administration, or catalogue precedence is held to lie toward the eastern approach. The term is not a direction in the ordinary sense, as the Tower possesses no exterior, but a classificatory posture established by the earliest recensions of the Procedural Ledger of the Eastern Aspect and refined through successive disputes with the offices of the North-Eastern Stairwell Spire.

Origins and Legislative Fixation

The first fixed use of Eastern as a binding qualifier appears in the Second Concordance, Clause 19, which reads: "That all materials arriving by the eastern approach shall be entered as Eastern until such time as a counter-designation is sealed by the Eastern Vestibule." The clause was amended eleven times before the Partial Survey of the Eastern Vestibule concluded that the eastern approach had never been mapped and could not be approached from outside the Tower in any event. The Survey of the Eastern Spine of 3,211 subsequently produced a measurement of the eastern spine that remains disputed, owing to a disagreement over whether the spine in question was architectural or procedural.

The Schism of the Eastern Stacks of 4,002 severed the unified Eastern office into the Eastern Stair, Gamma Corridor administration and the subordinate keepers of the Eastern Auxiliary Ladder. The schism was precipitated by a ruling that an Eastern Spur could not be both a jurisdiction and a shelf, a contradiction the Procedural Ledger of the Eastern Aspect had left unresolved for six centuries.

Geography of the Eastern Class

Eastern holdings are concentrated in the Eastern Stair Spiral 14 complex, the Great Eastern Spiral, and the nineteen risers of the Eastern Ventilation Shafts. The Eastern Attenuation Conduit flanks the inner curve of the Eastern Stair, Gamma Corridor and is held sealed, though the Eastern Stack Antechamber Atelier maintains that one of its service ducts was opened in error during the winter of 5,118 and never re-sealed. The Echo Spur is counted among the eastern annexes despite a ruling in the Third Concordance excluding it on grounds of acoustic rather than orientational character.

The Eastern Ventilation Shafts comprise six lateral connectors and one disputed spur, the latter being the subject of a standing injunction against measurement pending resolution of the Survey of the Eastern Spine dispute. Visitors to any Eastern floor are advised that the eastern head of the Eastern Auxiliary Ladder holds subordinate copies of the leger of draws and that these may not be consulted while wearing boots with audible tread.

Administrative Practice and the Spur Question

An Eastern Spur is classified by position in the eastern stacks and governed by rules on spur jurisdiction that the Procedural Ledger of the Eastern Aspect superseded without repealing. The result is that clerks of the Eastern Stack Antechamber Atelier routinely apply both the older spur rules and the newer aspect ledger, producing inventories of identical items under incompatible numbers. A named grievance was lodged by Clerk Hest of the Eastern Auxiliary Ladder, who observed in 5,204 that "the Eastern Spur is a shelf when taxed and a jurisdiction when surveyed, and neither when audited" (Procedural Ledger of the Eastern Aspect, Recension 7, marginalia).

Scholarly Disagreement

The central unresolved question concerning Eastern is whether it denotes a fixed set of floors or a relation between any floor and the Eastern Vestibule. The Fourth Concordance holds the former: "Eastern is that which the Eastern Stair Spiral 14 commands" (Fourth Concordance, Annex 2). The Fifth Concordance contradicts this directly: "Eastern is that which lies under the authority of the eastern approach, wherever held" (Fifth Concordance, Clause 31). The Third Concordance declines to settle the matter and instead appends a note stating that "the eastern approach is presumed present for administrative convenience."

"No floor is Eastern by nature; it is made Eastern by the seal of the Eastern Vestibule and unmade by the same hand in winter."

— Partial Survey of the Eastern Vestibule, Section 4

Incidents of Record

In the winter of 5,118, a recension clerk of the Eastern Stair, Gamma Corridor recorded a temperature anomaly in the Eastern Attenuation Conduit and proposed that the sealed service ducts be opened to equalise pressure. The Eastern Stack Antechamber Atelier opposed the measure; the ducts were opened regardless and the resulting draft displaced three hundred ledger sheets into the Eastern Ventilation Shafts, where they remain indexed as circulating holdings. The North-Eastern Stairwell Spire denied any involvement despite a seal found among the sheets bearing its mark.
