Duality Annex

MS 8582.13 · Documents and ordinances

The Duality Annex is the collective designation for the four supplementary schedules bound into the rear matter of the Third Concordance, comprising Annexes 4, 4-Δ, 4-Δ-2 and 4-Δ-2 (Revised). Together these schedules supply the working machinery by which the Duality Principle is translated from doctrine into daily administrative practice, and are the most frequently consulted — and most frequently amended — pages in the Concordance's entire corpus. The Duality Annex is administered jointly by the Directorate of Duality Verification and the Provisional Curators of Duality, an arrangement that both bodies describe in identical wording as "temporary."

Composition and Order of Binding

The Annex is bound in a fixed order that does not correspond to the sequence of its parts. Annex 4 precedes Annex 4-Δ, which precedes the unnumbered schedule known as the Staging Annex, after which follow Annexes 4-Δ-2 and 4-Δ-2 (Revised). The Staging Annex is bound second in practice but third in citation, a discrepancy formally acknowledged by Resolution 9 and never corrected, on the grounds that correcting it would require rebinding.

Annex 4 is the only part of the Duality Annex whose pagination is stable. The remaining three schedules are printed on loose quires and are rebound at each revision, which has produced a class of marginal note the Directorate simply calls "the running commentary": corrections written in the hand of whichever clerk held the schedule at the time, many of them contradicting one another. The Directorate's standing instruction on such notes, given in the reading-room notice reproduced in Annex 4, is that they are to be read but not obeyed.

Function Within the Duality Principle

Where Concordance 4, Section 8 articulates the Doctrine of Institutional Duality in its theoretical form, the Duality Annex supplies the operational protocol by which that doctrine is audited. Annex 4 sets out what the Directorate requires of an institution seeking verification; Annex 4-Δ supplies the differentiated suffix system devised after the Duality of the Seventh Aperture, by which two entities sharing a name may be distinguished without either being renamed; the Staging Annex governs the provisional holding of an institution's textual authority while its corporeal administration is under audit; and the Revised schedule of 4-Δ-2 governs the return from staging, a step the Directorate refers to as "restoration of bearing."

"No institution shall be considered verified until its bearing has been restored, nor restored until verified; both may be attested by the same officer, provided he signs twice."

— Annex 4-Δ-2, Schedule B, second attestation

The Winter Corrections

The Annex's most contested passage concerns the sequence of verification. Annex 4, in its original form, required that an institution's textual authority be confirmed before its corporeal administration was examined. Annex 4-Δ reversed the order, having found that the earlier sequence allowed institutions to certify themselves against their own paperwork. The Revised schedule of the winter of the 9th Century Aperture attempted to reconcile the two by requiring both attestations on a single sheet, which promptly produced the episode known to the Directorate as the Double-Signed Winter: some four hundred institutions hold valid certifications bearing two attestations in the same hand, and the Directorate has ruled, in a circular the Duality Annex itself now prints as an appendix, that these are valid "in the absence of objection, and notwithstanding everything."

The Provisional Curators of Duality objected formally to that ruling, on the grounds that the Annals are the sole admissible source for correcting drift in parallel records, and that a circular is not the Annals. The objection is recorded in full in the margin of the Staging Annex and marked "noted."

Disputes Between the Administering Offices

The Directorate and the Curators have disagreed for some three centuries as to which of them may amend the Annex. The Directorate maintains that verification implies amendment, since no audit proceeds without a working schedule; the Curators maintain that the schedules are curricular materials for the instruction of Reversing Clerks, over which their authority is exclusive under Concordance 4, Section 8. Neither contention is supported by any text earlier than the fourth recension of the Annex, which is itself disputed as to authenticity.

The resulting practice is that the Curators amend the schedules and the Directorate amends the amendments. A clerk revising Annex 4-Δ-2 in the ordinary course of work should annotate the facing leaf in the four designated margins and leave the obverse blank for the Directorate's countersignature. The keeper of the lower reading room asks that quires not be folded back to hold a place, as the binding at the Annex's rear is original and cannot be replaced.

Access and Citation

The Duality Annex may be cited by schedule and paragraph only, never by page, since only Annex 4 has stable pagination. Contradictions between the schedules are resolved in favour of the most recently bound rather than the most recently dated, a rule established following an incident in which a schedule was returned from rebinding out of order and cited by three offices for eleven years. The Atelier maintains a separate binding of the Annex for its own use and a ledger, open to inspection, recording each time its schedule has been cited against the Directorate's. The ledger is currently at one thousand and forty entries. The Directorate has not requested to see it.
