Directive 847-Sigma
MS 0991.21 · Documents and ordinances
Directive 847-Sigma is a standing instrument of the Librarian order, promulgated on Hexaday, 847.2.11, governing the custody, quarantine, and permitted discussion of materials recovered by expedition parties operating below Floor 847. It is best known as the directive precipitated by the findings of the Ninth Librarian’s Expedition — specifically the return of team Sigma-9 — and it remains the most-cited authority in disputes over what may be said aloud in the presence of a sealed crate.
The Directive has been amended six times and recodified twice. No complete recension survives; the version in ordinary administrative use is the Fourth Recension, which omits the original Annex C entirely and is believed by the Bureau of Precedential Analysis to be missing no fewer than eleven clauses. Clerks are advised to cite by recension and date, and never by clause number alone.
Origin: the return of Sigma-9
The Ninth Librarian’s Expedition descended past the eightieth landing in the winter of 847.1 and returned on the eleventh day of 847.2 with nine crates, four sealed cylinders, and a ledger whose final fourteen pages had been ruled but not written on. The expedition's report was filed in the ordinary manner and, within three days, produced the anomaly that Directive 847-Sigma exists to address: the report described objects that no member of the team could subsequently be persuaded to describe again.
The Directive's preamble is unusually plain about the difficulty:
"It is not the business of this instrument to determine what was found. It is the business of this instrument to determine who may be told."
— Directive 847-Sigma, Preamble, Third Recension
The Bureau of Precedential Analysis initially flagged the Final Report of Sigma-9 as a violation of Directive 331-AA, which is a subset of Maintenance Directive 7.4.12 and prohibits the circulation of unverified observation. The flag was resolved by application-specific waiver in 847.2.19, and the waiver itself has since been cited more often than the Directive it protects.
Scope and the question of the cylinders
Directive 847-Sigma applies to any material, document, or account originating below Floor 847 that has not been assigned a floor number of its own. In practice this means the crates, the cylinders, and — by an extension adopted in the Fifth Recension — the recollection of the crates and cylinders, including recollections formed secondhand.
The extension is the Directive's most litigated feature. The Bureau of Precedential Analysis holds that a recollection cannot be quarantined, since it has no floor; the Office of Sealed Inventories holds that it can. The dispute has run since 851 and has produced forty-one opinions, none of which has been withdrawn.
Relationship to other instruments
The Directive is frequently confused with Circular 45-Sigma, which concerns reactive maintenance for luminal feedback loops in the Sigma Array and has nothing whatever to do with crates. The confusion arises from the coincidence of the sigma designation and is perpetuated by a filing error on the part of the Registry of Sub-Indexed Materials that has not been corrected because correcting it would require a Directive.
Where Directive 847-Sigma and a Directive/Contra-Directive pair are found to govern the same material, the Directive yields to neither and suspends itself, a condition the Concordances describe as "holding pending the Tower's pleasure." Materials have been held in this condition since 853.

The Crane dispute
In 856 the Dock Sigma haulage office requested permission to move Crates 3 and 4 from a sealed store on Floor 847 to a sealed store on Floor 849, on the grounds that the Floor 847 store had developed a damp corner. The request was refused under Directive 847-Sigma § 4(c), which forbids the movement of quarantined material between floors except by Descent Protocol authority.
The haulage office then requested that the crates be moved within Floor 847, to the dry end. This too was refused, on the grounds that § 4(c) does not distinguish between floors and distances, only between sealed and unsealed. The clerk who drafted the second refusal, Ovan Merrit, appended a note that has become a minor document in its own right: "The corner may be dried. The crates may not be moved. I have written to the Librarians twice and received a Concordance." He was transferred to the Stairwell Sigma-44 register in 857 and did not return to the question.
Scholarly disagreement
The principal disagreement concerns whether the Directive is a prohibition or a procedure. The Concordance of 849 treats it as a prohibition, citing it in Annex 12 as an example of a "closed instrument." The Concordance of 862, without naming it, describes the same instrument as a procedure and lists four stages of compliance. Both Concordances remain in force. The Bureau of Precedential Analysis has declined to reconcile them, observing in Opinion 219 that "the Directive can be read either way by any clerk who has not attempted to use it."
A minority position, advanced by the Sub-Committee on Recensional Drift, holds that the missing eleven clauses of the Second Recension would resolve the matter and that the Fourth Recension should be withdrawn pending their recovery. The Sub-Committee has searched for the Second Recension since 858. It has recovered three copies of the Third.
Visitors to the sealed store on Floor 847 are asked to leave their reading lamps with the door clerk.
