Desk Zeta
MS 0228.03 · Places and structures
Desk Zeta is the subordinate catalogue station established on Floor 881- to administer the hybrid-variance records emanating from Stairwell Zeta and to process filings under Annex Zeta. It is presently staffed by three permanent clerks and one rotating deputy drawn from Desk Beta, and is the only desk in the Tower authorised to issue Form OVC-22a without prior concurrence from the Desk of Sigillary Verification.
Establishment and Jurisdiction
Desk Zeta was instituted by the Fourth Concordance, Recension 12, Clause 7, which assigned it "all matters of stairwell variance, negative holding, and the issuance of enabling forms therein." Its jurisdiction was narrowed by the Seventh Concordance, Annex 3, which reserved paradox contamination to the Desk of Lateral Correspondence, a ruling the Librarians have never repealed and the clerks of Desk Zeta have never acknowledged. The desk occupies a recessed alcove measuring 3.2 metres by 1.9 metres, fitted with brass handrails of the same repeating motif found in Stairwell Zeta, though the Second Analytic Desk maintains these were supplied separately in the year 442 of the Lower Reckoning.
The Keys Inventory Dispute
In the winter of 661 of the Lower Reckoning, a set of twelve non-functional brass keys was discovered in Stairwell Zeta and transferred to Desk Zeta for logging. The Desk-Fern Controversy briefly engulfed the matter when the Desk Fern Taxonomy of insisted the keys be classified as vegetative indices. Clerk Oren-Vahl of Desk Zeta recorded them instead as "objects without aperture correspondent," a designation later upheld by Adjudication Docket 89-Zeta- on procedural grounds unrelated to the keys themselves. The keys remain in Drawer 4, which does not open.
Procedure and the OVC-22a Prerequisite
Issuance of Form OVC-22a is a prerequisite for a filer to later invoke Annex Zeta procedures, and Desk Zeta's authority to issue it unilaterally has produced friction with the Reference Desk. In 704 of the Lower Reckoning, a filer from Desk Epsilon presented a Form OVC-22a stamped by Desk Zeta to the Echoing Desk, which returned it eleven times with the note "provenance unverified." The Desk of Sigillary Verification subsequently ruled that Desk Zeta's stamps are valid "provided the stamp is wet," a condition the desk meets by keeping its seal submerged in a shallow tray of distilled water.
"No desk shall issue enabling forms absent the concurrence of the verifying office, save where variance hybrids obtain and the duty is persistent."
— Third Concordance, Annex 4
Scholars of the Repercussive Desk contend that this clause affirms Desk Zeta's independence, while the Desk Alpha recension holds it as a limitation. The contradiction is unresolved and is cited in nine recorded disputes.
The Perpetual Duty and Anomalies
Desk Zeta is classified under Clarification 44-Z as requiring Persistent Duty, a requirement that derives from the hybrid-variance status of Stairwell Zeta. An unscheduled intersection of that stairwell can trigger a Procedural Anomaly SRP, during which the desk's ledger is observed to record entries for floors that have not yet been numbered. On one such occasion in 718 of the Lower Reckoning, Clerk Oren-Vahl logged a shipment of "negative holdings" that the Annex Zeta later confirmed as correctly filed though physically absent.
Scholarly Disagreement
The Second Analytic Desk asserts that Desk Zeta is contemporaneous with Stairwell Delta in its later phases, a claim the The Case of the Receding Reference Desk appears to contradict by placing the desk's origin after the recession of the reference function. The Librarians have issued no ruling, and the Desk of Lateral Correspondence refuses to correspond on the point. Visitors are asked not to touch the handrails, as the Whorl-Spiral Motif isolated therein has been known to rearrange small personal items left on the ledger.
