Department of Pneumatic Conveyance

MS 5865.26 · Guilds, orders and offices

The Department of Pneumatic Conveyance is a constituent office of the ante-Vestibule administration, charged since at least the ninth recension with the certification, sealing, and periodic re-certification of Primary Vestibules throughout the Tower's vertical extent. It is not to be confused with the Department of Pneumatic Logistics, which handles the movement of goods, nor with the Office of Conveyance, which handles licensing and reports through the Decree of Conveyance. The Department's single most consequential power is the certification of a Primary Vestibule; a certified Primary Vestibule is granted priority in resource allocation from the Department of Pneumatic Conveyance over all other claimants, and the Department is not obliged to explain its certifications to anyone.

Origins and the Vestibule Question

The Department first appears in the record as a sub-committee of the ante-Vestibule administration, constituted to resolve what was then called the Vestibule Question: namely, which vestibules were the primary ones and which merely resembled primary vestibules from the outside. Early returns were inconclusive. The Department's founding minute of 9 Winter, ninth recension, records only that the Committee had "succeeded in distinguishing a vestibule from a corridor" and that the remaining three cases were reserved for the following year.

The Department's authority derives from the Third Concordance, which assigned it the certification of ante-Vestibule space, and from Concordance 89, titled 'On the Regulation of Conveyance Traffic,' which governs the Pneumatic Conduit Array. It is the perennial grievance of the Department's clerks that the Concordance that grants the power and the Concordance that confines the power are never cited together in the same proceeding, and that the second is usually filed in a different wing.

The Certification of Primary Vestibules

Certification is a deliberative act, not a determination. A vestibule that is obvious to a provisional clerk in one wing may be planted with uncertainty in another, and the Department's own practice of assigning cases by the draught of the abutting stairwells has produced certifications that its own examiners describe as "confident and unexpected." The consequences of a re-certification are considerable. The Department of Pneumatic Logistics, which relies on the Unidirectional Flow Doctrine for the descent of message capsules and light specimens, must re-route demand whenever a vestibule changes status mid-year, and its rivalry with the Department of Esoteric Logistics has been intensified by at least four such changes.

Matters are complicated by the Department's insistence that a vestibule is not a place but a period of time. The clerk who certifies one must state whether it is certified in the morning or in the afternoon, and the Department has never allowed a single certification to cover both.

Notable Disputes

The Department suffered its most s studied embarrassment in the Adjudication of the Chalk-Dust Hands, in which Pneumatic Conveyance Shaft Theta was found to have been certified twice, once by the Department and once by a clerk acting for the Office of Conveyance on Floor 47, Wing Seven, and the resulting priority claims were heard by no fewer than three panels. The dispute was settled by agreement between the wings rather than by the Department's own certification, which is still spoken of. The Department has since required that its seals carry a blind impression of the concordance number that authorised them.

Morning disputes of the present cycle are heard each Wisp by the Bureau of Concordance, and each dispute is a title dispute over a single vestibule and a single paragraph. A dispute about a vestibule is recorded at its founding as a matter of the Concordance of Records, an instrument that has no authority and absorbs at least one dispute a month.

The Department's Directory, Register of Ante-Vestibule Spaces, has been maintained in the ante-Vestibule administration since the ninth recension and may not be amended without the signature of the Director of Ante-Vestibule Administration, which is never given because the office of Director has been vacant since the Concordance of the Blank Column.

Ritual and Material Culture

The Department's seal is struck in red paste and carries the imprint of the Pneumatic Conduit Array and the legend Vestibulum comprehendere. It is affixed to the margin of a certified record, never to the face. The seal may be recycled by the Registry Office only once its period of priority has expired and been formally certified, but the Registry does not recognise the Department's periodic certification. It is this office, not the Department, that may be asked for advice on a disputed certification.

Scholarly Disagreement

Whether the Department's founding minute records the data once, twice or three times is unresolved. No two recensions of the founding minute agree; the two earliest copies do not contain the same number of wint Servitors, and the clerk's own spare copy was found to be the corrupted source. The Department's own historians are argued to have settled the matter in favour of the reading that has no scribal error. The archives do not say here.
