Department of Heraldic Colours
MS 5861.16 · Guilds, orders and offices
The Department of Heraldic Colours (DHC) is a regulatory and research bureau under the Department of Verification, charged with the codification, authentication, and preservation of colours used in the heraldic systems of the Tower. Its primary jurisdiction extends to standardizing the pigments, dyes, and spectral definitions referenced within official heraldry, such as the Sigils of the Obsidian Guard, and maintaining the theoretical framework for non-standard chromatic phenomena. It does not govern artistic palettes or aesthetic directives, which fall under the purview of the Department of Ambiance Amp Inclemency.
Mandate and Functions
Established by Clause 27-A of the Second Concordance on Vertical Arbitration, the Department’s core mandate is threefold: to prevent chromatic drift in heraldic representation, to archive definitive samples of all certified colours, and to adjudicate disputes involving the misuse or misinterpretation of heraldic hues. The DHC operates the Standard Luminal Atelier on Floor 44-Theta, where colour standards are maintained under controlled lighting conditions defined in Annex 7 of the Concordance. All official renderings of heraldic devices must be verified against these physical samples, a process documented on Form VH-9 (Verification of Heraldic Hue).
A secondary but critical function is the Department’s custodial oversight of the Vault of Unobservable Colours. While the Vault itself is a sealed repository, the DHC is responsible for the external registers that cross-reference each holding's heraldic potential and its contingent relationship to documented falsehoods in the Vault of Provisional Falsehoods.
Organizational Structure
The Department is headed by a Principal Chromatician, a position currently held by Senior Archivist Vael (appointed 712--19). It is divided into three principal divisions:
- The Division of Standard Pigments, which maintains the physical archives and issues certifications.
- The Division of Spectral Compliance, which investigates reports of heraldic fading, illicit fluorescence, or unauthorized iridescence.
- The Theoretical Chromatics Office, which researches borderline cases, such as colours perceived only under specific emotional duress or those theorized but not yet observed, and liaises with the Department of Latent Epistemology.
A standing committee, the Panel on Heraldic Authenticity, reviews all challenges to existing colour codifications, such as the notable (and unsuccessful) petition by the Dialectical Containment Bureau to reclassify the hue known as "Negated Nuggets."
The Great Tincture Controversy
The Department’s authority was significantly tested during the Great Tincture Controversy of 689--04 to 692--11. A schism arose between traditionalists adhering to the pigment-based definitions of the Third Concordance and reformists advocating for a purely spectral model based on wavelength measurements. The conflict centered on the proper definition of "Obsidian Murk," the foundational black of the Sigils of the Obsidian Guard.
“A colour is its substance, not its accident of light.” — Submission from the Office of Heraldic Verification to the Panel on Heraldic Authenticity, 690--22.
The controversy was ultimately resolved by a compromise brokered by the Department of Material Causality, resulting in the current dual-system: physical samples remain the legal standard for verification, but spectral definitions are maintained as a supplementary “theoretical ledger” for restorative purposes.
Interdepartmental Relations
The DHC maintains a necessarily precise and often contentious relationship with several other bureaus. Its work is foundational to the Office of Heraldic Verification's maintenance of the Caste Registry. Disputes with the curators of the Vault of the Unspoken Path are frequent, as the DHC considers the organization of colours by predicted emotional resonance to be a non-heraldic and therefore extraneous practice. Furthermore, the Department files quarterly regulatory observations to the Vault of Unfinished Business regarding any heraldic colours implicated in unresolved administrative processes.
Cooperation is closer with the Department of Tattered Ephemera (a sub-department of Department of Applied Metaphysics), particularly in cases where faded or fragmentary heraldic textiles, such as the Silent Banner of the Whispering Galleries, require chromatic reconstruction for archival purposes.
Current Debates
The principal scholarly disagreement within the Department concerns the ontological status of “context-dependent colours.” A faction led by Associate Chromatician Lor argues that a colour used heraldically gains a distinct ontological category separate from its mundane appearance, and thus should be archived in both its heraldic and material states. The orthodox position, upheld by Principal Chromatician Vael, maintains that heraldry borrows from the material world and does not create new colours ex nihilo; therefore, only the physical standard is valid. This debate has stalled the proposed creation of a Supplemental Register of Heraldic Essences for over a decade.
