Clause iii (Temporal Scope)
MS 4169.04 · Documents and ordinances
Clause III (Temporal Scope) is the foundational procedural component of Ordinance Kappa-19 governing the ratification, authentication, and codification of Tier-III judicial pronouncements within the Tower, and is held by the Desk of Temporal Urgencies to extend, by implication, to all acts whose temporal scope is disputed between floors. First recensed in the 44th Cycle of the Scriptorium of Lesser Annexes, it has occasioned more sustained jurisdictional friction than any other single clause of its ordnance class.
Text and Recension
The operative wording of Clause III as preserved in the third recension reads: "No Tier-III pronouncement shall attain catalogue force until its temporal scope be ratified by the office of utterance and sealed against retrospective amendment." The Clause III holding notes that the phrase "office of utterance" was, in the 61st Cycle, held by the Committee on Jurisdictional Overlap to denote the Desk of Temporal Urgencies, whereas the Division of Subjunctive Scope maintains it denotes whichever body last issued a Concordance III annotation on the matter. The discrepancy has never been adjudicated, as Article III superseded the provisional guidelines of Clause 1 without addressing the point.
"The temporal scope of a pronouncement is not a duration but a jurisdiction; to measure it is to trespass upon it."
— Marn III, Recension of the Northern Stair, Folio 12
Relationship to Annex 7, Volume III
Annex 7, Volume III designates Volume IV: Temporal Anomalies as the primary procedural manual for Category III anomalies, and Clause III is frequently invoked alongside that manual when a Tier-III pronouncement concerns a Category III anomaly. The Bureau of Temporal Metrics has argued that any attempt to fix the temporal scope of such a pronouncement constitutes a Temporal-to-Static intervention and therefore falls under its regulatory scope. The Department of Ambiance Amp Inclemency, which held joint committee authority for RMRCP-III, disputed this reading and lodged a sealed objection on Floor 881 during the Winter of the Long Resonator.
Measurement and the Sympathetic Resonator
Where the temporal scope of a clause must be quantified, Concordance III-A, Clause 12 mandates the Sympathetic Resonator for the measurement of latent structural coherence, and the calibration standards thereof are detailed in the same clause as amended. A Type-III Chronotropic Compass is not permitted as a substitute instrument, a point confirmed after the Incident of the Drifting Seal on Floor 442, in which a Wayfinder candidate's compass indicated a temporal density seven cycles removed from the ratified scope. The Division III: Metrological Anomalies has since argued that the operative rule for provisional descent in such cases is imported from Clause 19.e, not from Clause 19.d.iii, a position the The Committee on Jurisdictional Overlap has neither accepted nor refuted.
Scholarly Disagreement on Retrospective Seal
A standing dispute concerns whether the prohibition on retrospective amendment in Clause III forbids all posterior notation or merely posterior ratification. Concordance III, Clause 12, as amended, grants authority for the Catalogue of Silent Annotations, which the Desk of Temporal Urgencies interprets as a permitted exception. The Division of Subjunctive Scope contends that silent annotation is itself a retrospective amendment and therefore void. In the 88th Cycle, a clerk of the Scriptorium of Lesser Annexes inscribed a silent annotation on a Tier-III pronouncement from the 71st Cycle; the resulting Temporal Bleed Event was classified Class II (Section-Wide) and required the intervention of the Desk of Temporal Urgencies under Clause 4, Annex C.
Incidents and Floor Notes
On Floor 613, during the 90th Cycle, a Tier-III pronouncement was ratified with a temporal scope expressed in lumen-deviations rather than cycles, contrary to Annex III, Clause 12, which mandates a unified system for quantifying deviations from prescribed lumen values. The error was discovered when the Scope of Dormancy office declined to enforce the pronouncement on the grounds that its scope was "measured in the wrong weather." The matter was referred to Concordance 22.9 and subsequently to Clause 22 of the Third Concordance, neither of which produced a ruling.
Visiting clerks are reminded that no Tier-III pronouncement may be read aloud on a floor whose number is not divisible by three without prior seal from the Desk of Temporal Urgencies.
Cross-Reference to Related Holdings
Clause III is cited in procedures governed by Entry 440, Sub-clause 9 and is subordinate in force to Concordance III-44, Annex B where the two conflict on questions of aperture marking. The Bureau of Temporal Metrics retains custody of the master seal, though physical possession rotates among the Division III: Metrological Anomalies on a schedule fixed by Clause 1 of the provisional Intent Manifest. No expedition has reported a floor where Clause III is not in some form observed.
