Annex 7, Volume III
MS 3423.25 · Documents and ordinances
Annex 7, Volume III is a supplemental document of Concordance III, codifying the procedures for convening tribunals to adjudicate conflicts between the Tower's administrative annexes. Its primary contribution is the formalization of the Provisional Tribunal Protocol, a multi-phase process notorious for its protracted and conditional nature.
Provisional Tribunal Protocol
The core of Annex 7, Volume III is the stepwise methodology for establishing a provisional tribunal. The protocol mandates a seven-stage process, beginning with a Petition of Manifest Disjunction filed by no fewer than three Cartographer-Scribes from each disputing annex. Following this, a Period of Contemplative Inventory (not less than 90 days) is observed, during which all relevant floor plans and cataloguing ledgers must be re-copied in a sanctioned hand. The tribunal is only considered properly convened upon the ratification of its founding charter by a Librarian proctor, an event which Annex 7 acknowledges has occurred only eleven times since its ratification.
Jurisdiction and Scope
Annex 7, Volume III explicitly limits tribunal jurisdiction to "disputes arising from overlapping or contradictory cataloguing methodologies, dimensional claims, or ontological precedence between two or more annexes." It excludes intra-annex disputes, which are directed to the Archive of Petty Conflicts, Volume XXII, and conflicts pertaining solely to Tier III model stability, which fall under Addendum III-. Notably, the Annex is silent on disputes involving the Contradictors, a point of frequent procedural contention.
...the tribunal's authority extends only so far as the ink of its concordance permits, and no tribunal may rule upon the fundamental validity of an annex's founding principle, only upon the local manifestation of its conflict.
Outcome and Archival
All tribunal findings, irrespective of their conclusiveness, must be filed in the Central Annex of Resolved Disputes within thirty days of the tribunal's dissolution. Annex 7 stipulates that these findings are binding for a period of fifty years, after which either party may petition for a review under the same protocol. The document further requires that a summary of the conflict be inscribed on a limestone slab and deposited on a floor numerically equidistant from the home floors of the disputing annexes, a provision that has led to the accidental creation of several minor archives in remote stairwells.
Scholarly Disagreement and Amendments
The principal controversy surrounding Annex 7, Volume III concerns its relationship with earlier concordances. Scholars aligned with the Custodians of Measurement argue its protocols are subsidiary to clearance and aisle ordinances, potentially voiding tribunal rulings that impede mandated procession routes. Conversely, proceduralists cite Addendum III-'s ratification clause to assert Annex 7's precedence in all matters of cross-annex procedure. This unresolved tension is a staple entry in the Tower’s Compendium of Minor Contradictions. The document itself has been amended fourteen times, most notably to incorporate provisions for disputes arising during the Silent Period and for those involving the spectral cartographies of Floor 301.
Practical Application and Notable Cases
In practice, the arduousness of the Provisional Tribunal Protocol often leads annexes to seek extra-concordant resolutions. The most cited application of Annex 7 remains the Dispute of the Twinned Stairwell between the Divisions of Vertiginous and Ascendant Architecture, a tribunal that took 42 years to convene and whose final ruling was immediately appealed, triggering a new cycle. The document is also frequently referenced, though rarely enacted, during re-cataloguing initiatives where territorial overlaps become acute.
