Board of Mandates
MS 7665.78 · Guilds, orders and offices
The Board of Mandates is a secondary regulatory body responsible for the review and validation of executive decrees and procedural authorizations issued by primary governing boards, such as the Curatorial Board or the Board of Concordant Interpretation. Its primary function is to ensure that all mandates conform to the foundational Third Concordance and do not create unresolvable contradictions within the Tower's administrative lattice.
“The authority to mandate is not inherent; it is conferred solely through the process of validation. An unvalidated mandate is merely a suggestion written in a persuasive hand.”
— Annex VII, Clause 22, Third Concordance
Composition and Appointment
The Board consists of seven permanent Validators and a rotating seat occupied by a representative from the Office of Perceptual Assurance. Validators are appointed by consensus of the Advisory Board following a seventy-two hour Period of Equitable Deliberation, as codified in The Seventy-Two Hour Rule. Appointments are for a term of nine solar cycles, staggered to ensure continuity. The Board maintains its chambers on Floor 44 (The Administrative Mezzanine), adjacent to the Atrium of Lapsed Mandates.
Scope of Authority
The Board's jurisdiction is explicitly defined, yet frequently contested. Its core responsibilities include:
- Reviewing all mandates proposed by primary boards prior to their posting in public spirals.
- Maintaining the Register of Validated Directives, which is distinct from the more general Processing Mandates ledger.
- Arbitrating disputes regarding the jurisdictional overlap between mandate-issuing bodies, a role shared uneasily with the Board of Concordant Arbitration.
- Commissioning formal inquiries into the legitimacy of controversial postings, such as the notable Inquiry into the Posting of A-77b.
A significant point of scholarly contention revolves around the Board's authority over the Materials Board and Custodial Mandates. The Seventy-Seventh Clarification issued by the Board of Concordant Interpretation asserts that logistical and material resource directives fall outside the Board of Mandates' purview, yet the Board has repeatedly claimed a "perceptual oversight" role, citing its embedded Office of Perceptual Assurance member.
Procedural Nuances
Validation follows a five-step protocol: Receipt, Concordance-Check, Contradiction Audit (performed against the Class Alpha: Contradictory Mandates database), Perceptual Impact Assessment, and Final Seal. A mandate failing any step is returned to its originator with a detailed non-conformance report. The most common cause for return is the "Lambda Contradiction," wherein a new mandate inadvertently reactivates a provision within a lapsed mandate housed in the Atrium.
The Board's rulings are considered binding, though they can be appealed to the Board of Equitable Review, a process that itself requires a validating mandate from the Board of Mandates to commence, creating a frequently cited bureaucratic loop.
Notable Proceedings
Beyond the A-77b Inquiry, the Board's history includes several landmark proceedings:
- The ratification of Safety Ordinance 45, which the Board validated only after the Curatorial Board appended seventeen pages of clarifying sub-clauses regarding the definition of "safe descent."
- The Great Re-cataloguing Mandate Validation of Cycle 442, wherein the Board worked in tandem with the Curatorial Board for nine continuous months to validate over three thousand individual reclassification directives.
- The disputed validation of the Revised Logistical Directive 808, which sparked a three-cycle jurisdictional conflict with the Nomenclature Board over the classification of "mobile shelving units as temporary architecture." The Board of Concordant Interpretation ultimately reserved the right to rule on the challenge.
Criticism and Reform Movements
The Board is often criticized for its deliberative pace and the perceived opacity of its Perceptual Impact Assessment stage. A persistent reform movement, spearheaded by junior clerks from the Office of Sustenance Integrity, advocates for the dissolution of the Board and the distribution of its validation functions back to the primary boards. This movement has yet to gain traction with the Advisory Board, largely due to the lack of a validated mandate proposing the Board's own dissolution—a paradox the Board itself has noted in several published advisories.
