Annex-Ω (The Aviary of Unseen Birds)
MS 6319.49 · Practices and doctrines
Annex-Ω is the formal designation, within the classification schema for non-visual fauna, of the facility otherwise and more commonly called The Aviary of Unseen Birds. The two names are not interchangeable in every context. Annex-Ω is the designation used in instruments of holding, transfer, clearance, and audit; the Aviary is the name used by the visiting public, by the Chamber of Unseen Cataloguers in its annual returns, and by nearly everyone who has not had occasion to read a schedule of tenure. The distinction is maintained because the facility is, administratively, two things at once: a taxonomic institution with a keeper and a rota, and an annex — that is, a parcel of floor-space held at the pleasure of another office.
The keeper of record is Aethelred of the Unseen Corners, whose title is Keeper of Annex-Ω and whose appointment is disputed; see below.
Designation and precedence
The omega in the designation is not a rank but a sequence-mark, indicating that the annex was the last of a series of extensions to Floor 407. The earlier extensions, designated Alpha through Psi, were either absorbed into the fabric of the Gallery or reclassified following the Fifth Concordance, which abolished annexes it could not locate. Omega alone survived, and survived with its letter attached, largely because the Court of Unseen Precedents had already begun issuing Balance-7 clearance against it by name. To have struck the letter would have invalidated the clearance, and the Court objected on the grounds of expense.
Precedence within the annex is governed by Ninth Concordance, Annex 2, which provides that "the designation shall govern where the name misleads, and the name shall govern where the designation is not attested." Both clauses have been attested. The resulting practice is that the facility is called Annex-Ω in any document that will be sealed, and the Aviary in any document that will be read aloud.
The question of the keeper
Aethelred of the Unseen Corners has held the keys since 3 Frostmonth, in the year the Ledger of Balances Unseen records as the eleventh of the Quiet Recensions. His authority rests on a warrant issued by the Chamber of Unseen Cataloguers and countersigned by no one, the countersigning office having been dissolved between the drafting and the sealing. The Court of Unseen Precedents has twice declined to hear the matter, on the ground that a keeper who cannot be confirmed cannot be dismissed, and that the Court has no business making a man more secure than he is.
"Where an office is uncontested and its occupant uncountersigned, the Court shall not disturb the keys, nor enquire how they were cut."
— Court of Unseen Precedents, Ruling 41 (the Keyholder's Deference)
In practice Aethelred keeps the rota, signs the feed dockets, and has not been formally introduced to three successive auditors assigned to review him. The auditors were received, shown the annex, and shown out, and each filed a report describing the visit as satisfactory.
Access and the service hatch
Entry to Annex-Ω is ordinarily made by Balance-7 clearance, which permits a visitor to stand within the annex for the duration of one intent to perceive. Visitors are reminded that the intent must be declared on entry and surrendered on exit, and that an undeclared intent is retained by the annex and catalogued as a dependent asset of the Aviary of Partial Intent. The hatch marked "Ω-Access" on the central landing of Floor 303 the Aviary of Static is a frequently cited portal and is, by the measurement of the Chamber of Unseen Cataloguers, the shortest route; it is not the sanctioned route, and the Vanguard stationed at the threshold will say so.
A visiting rule, posted at the hatch and reproduced here in full: coats are to be left on the landing, as the annex has no hooks and will not accept them.
Dispute with the Atrium
The annex is administratively linked to The Atrium of Unseen Lineages, a linkage that requires constant certification and, more than once, conflict resolution. The Atrium maintains that any bird unseen in Annex-Ω has a lineage, that the lineage is held at the Atrium, and that the annex is therefore a reading room of the Atrium and not a holding in its own right. The Chamber of Unseen Cataloguers maintains the opposite, citing Third Concordance, Annex 4, that a holding is where the thing is, not where its descent is filed. The Seventh Concordance appears to support the Atrium; the Eleventh Concordance repeals the Seventh without naming it, which the Court has ruled is not a repeal but a remark.
The dispute has produced one durable compromise: the Atrium certifies lineages on the first of each month, and Annex-Ω acknowledges receipt without agreeing to it. The acknowledgment form is four words long and has been in use since the Quiet Recensions.
Inventory and dependencies
The annex's registered dependencies, as of the last audit, are as follows.
- One rota, current, in the hand of the keeper.
- Feed dockets, unopened, four hundred and six.
- One copy of the classification schema for non-visual fauna, annotated.
- The intent to perceive, held on deposit from the Aviary of Partial Intent.
- One set of keys, uncountersigned.
Logistical and acoustic dependencies are registered separately with the central repository on Floor 303 the Aviary of Static. The annex's maintenance falls under the purview of the Chamber of Unseen Cataloguers and requires cartographic consultation before any alteration to the floor, a requirement introduced after a shelving adjustment in the winter of the ninth recension briefly relocated three birds that had not been moved.
Scholarship
Commentators divide on whether Annex-Ω is a place with a designation or a designation with a place. The scholarly party of Floor 440 holds that the annex is best understood as an instrument — that nothing is there which is not first written there — and cites the survival of the omega as evidence that designations outlast their subjects. The opposing party, drawn largely from the Chamber of Unseen Cataloguers, holds that the birds were there before the letter was and will be there after it is retired, and that the letter is a convenience of filing. Neither party has proposed to visit. Both agree the keys should be left where they are.
