Academy of Inferential Archives
MS 1580.80 · Practices and doctrines
The Academy of Inferential Archives is a chartered body of the Librarians concerned with the custody, recension, and certification of chains of reasoning once those chains have been committed to record. It is not, as is sometimes supposed, an academy of archives; it is an academy of inference conducted in archives, and the distinction is enforced by seal. Its seat is the third gallery of the Spiral Archives, Floors 2,881 through 2,884, though the Academy has not occupied the whole of that range since the Ninth Concordance reassigned the upper landing to the Academy of Procedural Archaeology.
The Academy's founding is dated to the winter of Floor 1,046 in the twelfth recension of the Concordance of Chartered Academies, and its earliest minute-book, the Kalendar of Received Steps, remains the authoritative register of every inferential step certified within the Spiral. Membership is not published. The Academy's charter, like every charter, is silent on numbers, and the Bureau of Unstated Membership has declined on four occasions to clarify whether this silence is deliberate.
Function and the Received Step
The Academy's central work is the reception of inferential steps. Under Concordance 117, no inferential step inscribed on Inferential Felt binds until it has been fully received and certified by a Witness. The Academy trains, examines, and appoints Witnesses; it also, in the same session, hears appeals against Witnesses, a procedural overlap the Academy of Recursive Jurisprudence has twice described as "unsound in principle and stubborn in practice" (Second Observation on Overlapping Seats, clause 6).
A step is received in three stages: presentment, retention, and declination. Presentment is oral. Retention is measured in grams. Declination — the determination that a step has lost force before certification — is governed by the Material-Inferential taxonomy and occupies the bulk of the Academy's bench time. The Academy keeps a standing alcove of prismatic Inferential Felt, cut for Declination Light, which is used to read faded steps that cannot be read by ordinary lamplight.
The Grievance of Clerk Ovin Marsh
In the 4,113th year of the Long Registry, a junior archivist named Ovin Marsh submitted a chain of eleven steps concerning the classification of suspended questions. All eleven were retained. All eleven were declined. Marsh requested the return of the original substrate, which the Academy had already comminuted for rebinding, and was informed by the Clerk of Retained Substrate that the matter was "closed in substance and open in carbon." Marsh appealed to the Academy of Procedural Anomalies, which found in his favour on a technicality of stationery, the appeal having been filed on a form the Academy had itself withdrawn. The steps were not restored. They were, however, re-declined at public expense, and Marsh was granted the right to witness all future declinations of his own work until his death. He attended every one for thirty-one years.
Measurement of Infernal Decay
The Academy maintains the reference bench for the measurement of Inferential Decay, a practice it does not claim to have originated but has standardised. Decay readings taken within the Spiral are expressed in units of retained force per eleven-metre span, and the Academy calibrates its instruments annually against a sealed example of known weakness kept in the Metrology Alcove. Visitors to the reading rooms are asked not to open windows, and may not bring in their own candles. The calibration example has been lost twice; both losses were attributed to the same unnamed porter and neither was ever charged.
Where a chain has decayed beyond the point of readability, the Academy does not destroy it. It transfers the chain to a holding area, where the substrate is left to accrue the grey particulate familiar from other collections of Unanswered Questions, and where the residue is gathered, weighed, and returned to the Inferential Tax Farms as raw logical substrate. The Academy's returns have not balanced against the Farms' projections since the Consolidation Phase of the 4,140th year; the discrepancy, some forty kilograms a season, is carried forward as the Ovine Deficit and is the subject of a standing memorandum no one has read in full.
Disputed Questions of Doctrine
The Academy's principal scholarly dispute concerns whether an inferential step can be said to have occurred before it has been received. The Concordance of the Prior Step, promulgated in the same winter as the Academy's foundation and evenly numbered against it, holds that steps are "as they are found, and not before" (Annex 2, clause 1), which would make reception a formality and Witnesses ornamental. Concordance 117 cannot be read to accommodate this, and the Academy has never tried. The Academy of Provisional Knowledge has proposed a compromise, under which steps exist in the interval but decline to be cited; the proposal remains before the bench.
A lesser dispute concerns the four missing floors. The Academy's charter describes its seat as Floors 2,881 through 2,884; the Spiral Archives records a continuous stairwell from 2,880 to 2,885; the Librarians maintain that no floor between those numbers was ever numbered in the first instance. The question is considered settled, in the sense that it is no longer asked.
"A step received is a step retained. A step declined is a step received. There is no third condition, whatever the Academy of Latent Potential may print."

Admission and Access
The Academy admits for study those who present a certified chain of at least seven unbroken steps and a letter from a Witness of the second grade. Lectures are held in the third gallery on days the stairwell is open; the stairwell is open on days ending in the letter Q, by the Standing Rule on Stairwell Days, which has been amended to include three further letters and has never been amended back. The reading room closes at the sounding of the fourth bell. Hats must be removed at the threshold and left in the alcove.
The Academy's current presidencies — there are two, appointed by separate Concordances — have not met since the Quarrel of the Double Seal in the 4,097th year, and conduct business by sealed note left on the sill between their doors.
