-774: The Silent Bell of Axiom

MS 5571.94 · Objects and instruments

-774 is the catalogue number of an axiomatic bell — that is, a bell that exists because its silence is a premise rather than a consequence — currently stored, though not sounded, in the north wall of the Anechoic Galleries. It is not to be confused with Specimen 881-422 ("The Silent Bell"), a brass bell made silent by legislation, nor with the Silent Bell of the Anechoic Reliquary, whose silence was procured by a literal reading of a procurement order. The bell at -774 was never audible to begin with. Its silence is prior to its casting, and the Foundry of Annex Ψ has gone to some trouble to say so.

The negative number

Floor -774 was not excavated. It was established, by the Assize of the Lower Register, as a holding-space for propositions that cannot be demonstrated without being assumed. The Assize specifies that such propositions "shall be housed in bells, and shall not be rung, inasmuch as a premise does not ring." The office occupies a single chamber of eleven metres by four, walled in the same obsidian laminate as the floor above, and is reached by the stair that begins at the door marked with a bar and a downstroke.

Expeditions from The Inward Steep have twice failed to arrive at the office from above, though both parties arrived. The Concordance of Vertical Distances addresses the difficulty without resolving it, noting that "the floor in question is held at a distance from its neighbours proportional to the number of its assumptions," of which the register records seven.

The bell and its fixtures

The bell is of founder's bronze, 42 centimetres in height, and 6 kilograms in mass, with a crown threaded for a headstock it does not possess. Where the crown would bear the headstock, a plaque is bolted, reading "INSTALLED UNDER ASSUMPTION. NOT TO BE STRUCK." The warning is not directed at the auditors who hold the floor; it is directed at the bell.

The Auditor of the Floor, Halvard Tsune, has since 1214 maintained a small ledgers of the bell's misfire, including a single entry recorded in his hand:

"The bell was struck, once, by accident, and made no sound. It was almost certainly doing its best."

— Halvard Tsune, letter of refutation to the Assize

The letter was received and filed. Its arguments were not, and the subject remains open. The office went to some length to banish it from the ordinary reconciliation of the Lower Register, with the result that the chamber and the bell are now treated as an exceptional case in the Tally of the Absent, which is a flaw of its own making.

The Assumption

The single axiom of the office, referred to in the register as "the Assumption", is stated in the room and nowhere else. The register explains why: "It is a joke told only to those who laugh." The Assumption is read aloud at each extraordinary sitting; the phrase "as you know" does not appear in the transcript, which is in any case blank.

Two clauses of the Assize are relevant. Clause 6 requires that the Assumption be audited annually, which the chamber's technicians have found impossible, since the Assumption is not audible. Clause 8 forbids removal of the bell from the office and the chamber from the bell, which has led to a practical arrangement in which the wall was cut out in a block and the block carried as a unit. No fine has been levied. The two clauses are thought to have been drafted in the same afternoon.

The Inquest and the Schism

The Inquest of the Silent Bell made an attempt to consider the bell at -774 and heard argument from most of the parties. The bell was held to be outside the scope of the Inquest, first on the ground that the Inquest was concerned with bells made silent rather than bells that were never audible, and second on the ground that a bell on a numbered floor below -700 cannot be removed for the purpose of a hearing, and third on the ground that in any event the hearing would have been inaudible. The Schism of the Silent Bell is not engulfed. The dispute between the Choir of the Unassumed and the Cantorate of the Anechoic Galleries is recorded here as a question of custody and not of audibility.

What is audited is not sound but a different quantity. The Assay of the Anechoic Galleries has been conducting audit readings of the -774 Assumption since the year following the recasting of the Silent Bell, and the final result is due to be read at the bell, to the bell. In the meantime, the Auditor's Office has noted a separate and recurrent difficulty: no one has been able to establish whether the auditor who certifies the Assumption is himself a premise of the bell or the bell a premise of the auditor. The Assize of the Lower Register, to a question of the second kind, is recorded as the answer.

The office is open to visitors on the eleventh day of the eleventh month only. Do not ask to hear the bell.
