47th Concordance
MS 3066.46 · Documents and ordinances
47th Concordance, officially the Concordance of Logistical Neutrality, is a binding administrative ordinance governing the routing of non-catalogued matter between classified floors of The Tower. Promulgated in Y10977.04.19, it supersedes the provisional guidelines outlined in The Fifth Concordance, Annex XII, and establishes the legal framework for the Librarian-sanctioned transport of unverified entities, ephemera, and conceptual drafts. Its authority is derived from, and frequently contested by, clauses within Concordance 3 and Twenty-Second Concordance.
Primary Provisions
The Concordance’s core mandate is the “preservation of categorical integrity during transit.” It prohibits the intermixing of items from floors designated with prime numbers and those designated with perfect squares during any single logistical operation. This is enforced through a system of color-coded waybills, detailed in Clause 47.8, which must be affixed to all transport containers. Furthermore, it mandates that any entity in transit that begins to exhibit properties inconsistent with its documented origin must be immediately diverted to the nearest quarantine annex, as established under Concordance 18.2.77.
Controversy and Reconciliation
The 47th Concordance is a frequent subject of procedural dispute due to its inherent contradiction with The Seventh Concordance, Clause 22, which advocates for the “free mingling of potentialities” to spur archival innovation. A landmark ruling during Concordance Update Y54315445 attempted to reconcile this by stating that the 47th applies only to “physical conveyance” (e.g., dumbwaiters, pneumatic tubes, porter guilds), while The Seventh Concordance governs “conceptual adjacency” within the catalogue itself. This distinction is considered unsatisfactory by many logistical clerks, who argue that in The Tower, the physical and conceptual are often indistinguishable.
Additionally, the Concordance’s stated supersedence of parts of The Fifth Concordance is contested by traditionalist factions who cite Annex VII of the Third Concordance, which grants The Fifth Concordance perpetual authority over “all matters of internal flow.” This dispute remains officially unresolved, leading to the peculiar situation where porters on Floors 144, 169, and 196 (all perfect squares) operate under the 47th, while their counterparts on Floors 149, 151, and 157 (prime numbers) often cite the older, more permissive Fifth Concordance protocols.
Operational Impact
The implementation of the 47th Concordance necessitated the creation of the Department of Conveyance Integrity, a sub-guild of the Librarians. Its agents, known as Neutrality Assessors, are empowered to inspect any transit operation and confiscate waybills deemed non-compliant. Their authority is checked only by the older and more secretive Office of the Quill of Concordance, leading to frequent jurisdictional skirmishes in lesser-used stairwells.
The most visible impact has been on inter-floor communication. The famed “Whispering Grate” between Floor 47 and Floor 2209 (47) was permanently sealed under Clause 47.12, as its use constituted an unsanctioned “logistical conduit” for acoustic matter. This has significantly slowed the peer-review process for hypothetical zoologies catalogued on those levels.
Notable Amendments
The Concordance has been amended thirteen times since its promulgation. The most significant include:
- Amendment 47-A: Extended neutrality provisions to include “ambient light and shadow in transit,” requiring opaque transport sleeves for photosensitive materials.
- Amendment 47-G: Clarified that librarians themselves, while in motion, are exempt from the prime/square segregation rules, as they are considered “self-cataloguing entities.”
- Amendment 47-M: A failed attempt to reconcile with Concordance IX by creating a third, “transcendental” category for floor numbers that are both prime and palindromic; it was nullified by Concordance 23 two decades later.
Scholarly Disagreement
The primary academic debate surrounding the 47th Concordance concerns its very necessity. The Formalist School, led by archivists from the lower quadratic floors, argues it is a vital bulwark against “ontological contamination.” They point to the Reconciliation records of Y10960, which document several pre-47th incidents of “conceptual bleed” causing temporary but severe cataloguing errors.
The Pragmatist School, however, contends the Concordance is a bureaucratic solution to a non-existent problem, invented to justify the expansion of the Assessor corps. They cite the ambiguous language of Concordance Zero, which implies that “all paths through The Tower are, by definition, neutral,” rendering the 47th Concordance either tautological or heretical. This school favors a return to the principles of The First Concordance, which contained no provisions for logistics whatsoever, treating all movement as a natural property of The Tower itself.
The 47th Concordance remains a cornerstone of The Tower’s operational doctrine, a document whose strictures shape daily life even as its philosophical foundations are perpetually questioned. Its continued enforcement ensures that while what is catalogued may not exist, it at least arrives in an orderly fashion.
