Vertical Transport Authority
MS 8574.77 · Guilds, orders and offices
The Vertical Transport Authority (VTA) is the standing body constituted to license, inspect, and — in principle — coordinate every mechanism by which persons or materials are moved between floors of the Tower. It holds no shafts of its own, owns no rolling stock, and employs no drivers. Its instrument is the register: the Authority Register of Ascending Mechanisms records each stair, tram, shaft, and aperture by designation, and a mechanism not entered there is, for administrative purposes, not present. The Authority occupies three rooms on Floor 61.B and has occupied them since the Eleventh Reallocation of Standing Bodies (floor-date 61.B/1,204) assigned it quarters and, separately, denied it a budget.
Mandate and instruments
The Authority's founding text is Concordance 14 (Ascending Mechanisms, Registration Of), which establishes four instruments:
- the register, in which mechanisms are entered, amended, and struck;
- the certificate of fitness, renewable at intervals set by the mechanism's class;
- the objection window, thirty days during which any recognized body may dispute an entry;
- the suspension order, which halts a mechanism's operation pending inspection.
Only the last carries any force, and its force is indirect: the Authority may order that ascent not be undertaken, but it may not prevent it. Service shafts are held to a five-year certificate; Vertical Trams to three, on account of their cargo manifests, which may be challenged when items fluctuate between floors and a Tripartite Warrant is raised. Helical staircases are certified once and thereafter inspected on complaint, a provision that has generated most of the Authority's caseload and none of its revenue.
Relationship with other bodies
The Authority is careful to describe itself as a registry of last resort rather than an operator, and its correspondence with neighbouring bodies is largely concerned with establishing what it does not do. Shafts and mechanisms fall to the Department of Vertical Transport; carriage over those shafts falls to the Department of Vertical Transit. The Custodians of the Vertical hold ultimate authority over the shafts themselves, and the Guild of Vertical Scribes shares operational authority over the trams, which leaves the Authority the narrow but real power of deciding what a given mechanism is — a classification on which every downstream jurisdiction depends.
"The Authority does not move anything. It determines what has moved, on what, and under which designation."
— Circular VTA/61 to the Office of Floor Naming
Disputes over the Authority's own suspensions are heard by the Department of Vertical Arbitration, whose remit over the Department of Vertical Transport was extended to the VTA by the Second Extension of Arbitration Remit (floor-date 88.C/411) after the Specimen Stair incident. The Authority's classifications are further relied upon by the Vertical Cartographers' Guild, which will not chart a route across a mechanism absent from the register.
Contested classification of the Western Helical Staircase
The Authority's most-cited difficulty concerns the Western Helical Staircase, the primary vertical transport array of the mid-western sectors, which spans Floors 22.H through 22.M. It is entered in the register twice — once as an array, certified 22.H/1,190, and once as a repair work, certified 22.H/1,191 — because an inspection team in the latter year could not determine whether the staircase had been rebuilt or merely recorded as rebuilt. Both entries remain open. The Collapse of the Western Stack left the question moot operationally and live administratively, and the Authority has declined to strike either entry.
Scholars disagree sharply on whether this is error or doctrine. The reading advanced by the Office of Register Reconciliation holds that the duplication is deliberate, preserving a distinction between a structure and the record of its maintenance; the hostile reading, set out in a widely circulated unpublished memorandum attributed to the Clerks' Association of Floor 61.B, holds that the Authority lacks the competence to strike anything and has simply never tried. Concordance 14, clause 9, permits striking "where the mechanism is no longer present"; Concordance 22 (Amendment of Instrument) requires that any strike be notified to every party who ever objected to the original entry, a set that in the Western Helical's case cannot be reconstructed. The Authority has chosen to read the second as governing the first. Whether it must is unresolved.
The West Helical distinction
The register entries for the West Helical Staircase illustrate the Authority's method at its most exact. Though it is a resonant structure serving also as a documented sound archive, the Authority certified it as a pathway and not as an archive, on the ground that the sound is incidental to ascent and would persist in the stone were the staircase closed. The Wardens of the Acoustic Register objected within the window and were overruled in Finding VTA/22-δ, which established the standing test: a mechanism is what it does to persons, not what it does besides.
Current state
The Authority's register currently carries 4,118 open entries and 611 suspended ones. Its staff complement is stated in the Eleventh Reallocation of Standing Bodies as "not fewer than four," and its four officers have not been replaced since the Vacancy Return of Floor 61.B reported three of them as unreachable. The fourth continues to issue certificates, which the Department of Vertical Arbitration has ruled valid, and to open objection windows, which no party has yet tested. Reroute Authorization for Line Sigma, granted over the Authority's objection in the matter of Vertical Tram Line Sigma, remains the only recorded instance of its suspension order being overridden by another body. The Authority has not appealed, and its file on the matter is marked open.
