Vault Theta-7
MS 7662.06 · Places and structures
Vault Theta-7 is a sealed repository on Floor 7,113, occupying the north-west quadrant of the same landing as Vault Theta and administered jointly — though neither office concedes the word — by the Vault Custodial Corps and the Spiral Theta Adjudication Panel. It is best known as the permanent depository for the official logbooks of Observer-Librarian Kael, a collection of one hundred and forty-one bound volumes, of which eleven remain under seal. It should not be confused with Outpost Theta-7, a survey station suspended some nine hundred floors below, with which correspondence is conducted exactly twice yearly and arrives, more often than not, misdirected to the Vault.
Construction and access
The Vault was cut into the landing wall in the winter of 7,113, an interval the record quaintly calls the Deep Filing, and was intended from the outset for materials too sensitive for open shelving. Its single door is of laminated slate over an iron core, weighs two hundred and forty stone, and is hung on three hinges, one of which has never been quiet. Access is governed by Cipher Theta, which operates under the authority of Clause Theta-12.4.7 of Concordance Theta. The Cipher issues a numbered slip for each entry and each withdrawal; slips are valid for the duration of a single descent and may not be transferred, folded, or kept in a coat pocket.
Applicants are advised that the corridor approach runs at a slight downward incline and that the last eleven paces are timed. Two applicants have been returned to the landing without their packages. The vault-keeper of the period, a Mr Anselm Crowe, recorded the first such return in the margin of the day-book with the single word "gravity," and the note has been reprinted in every custodial handbook since.
Contents
The holdings fall into three classes, kept in an order that the Corps insists is chronological and the Panel insists is by height.
- The Kael logbooks — one hundred and forty-one volumes, eleven sealed, shelved behind the quiet hinge.
- Draft materials for Diagram Theta — principally pencil tracings, one certified final copy, and the rejected tracings of the fourth quarter of 7,114, sealed.
- The Theta-7 accession registers — sixty-one bound folios, plus the so-called "thin folio," an accession register whose pages were never ruled and which is kept anyway.
The logbooks are consulted more than any other holding on the landing, principally by parties hoping to establish what Kael saw on a given date, which Kael declined to state. The eleventh sealed volume is said to contain the observation of 7,113/4/11, the reading of which is restricted to the Panel in closed session. No member of the Panel has read it since 7,116.
The dispute over custody
The Vault's administration has been contested since its second year. Ordinance Theta-4 assigns "all sealed depositional chambers on the Theta landing" to the Spiral Theta Adjudication Panel, while the Corps maintains, on the strength of an undated recension of The Annex Theta Duty Roster, that a chamber entered by a numbered slip is a supervisory station and not a depositional one. The two readings have never been reconciled, and in practice the Vault is opened by a Corps locksmith, entered by a Panel witness, and recorded by neither.
The quarrel acquired a martyr in 7,119, when the Assistant Registrar Pell was dispatched to settle the matter by inspection. Pell spent three days measuring the door, submitted a finding of two hundred and forty stone and one quarter-bale, and was returned to the landing on the fourth day without his hat. His report runs to eleven pages and concludes, in the register of the time, that "the chamber is neither the one thing nor the other, and is best described as Theta-7." The Spiral Theta Adjudication Panel endorsed the wording in Ruling 88 theta, which was itself later amended by a rider that nobody has located.
Scholarly disagreement
Whether the Vault is a repository or a transit point is the subject of the longest-running disagreement in the Theta literature. The custodial school, following Pell, holds that Vault Theta-7 is a final deposition, and cites the seal on the eleventh logbook as proof of terminal storage. The transit school, drawing on an annotation in Annex Theta and pointing to the fact that the Theta Calipers have twice been signed out through the Vault's door and once signed back in, argues that Theta-7 is an intermediate chamber on the resolution track, and that the seals are not seals but waybills. The transit school's strongest evidence remains the thin folio, which it reads as a ledger opened in expectation of an accession that never arrived.
"The chamber at Theta-7 holds nothing; it holds things over."
— Annex Theta, marginal note to folio 12
Neither school has accounted for the fact that every volume in the Vault is shelved with its spine turned toward the door, which the Corps' own manual requires and which no surviving Concordance explains.
Incidents
In the winter of 7,114 a heating conduit above the north shelf failed, and the damp entered eleven folios of the accession registers. The Corps undertook to replace the pipe and instead replaced the shelf, a substitution the Panel has since cited as evidence of Corps incompetence whenever the custody question is raised. In 7,121 the quiet hinge was oiled without a numbered slip, an event recorded by Crowe in the day-book as "unauthorised silence." The oil remains under seal pending a determination of who authorised it, and the hinge has been quiet ever since.
Visitors are reminded that no food is permitted in the Vault, and that the quiet hinge must not be leaned upon.
