Unlit Echoes
MS 1603.51 · Practices and doctrines
Unlit Echoes are acoustic and cartographic phenomena occurring within the lower archival stacks in the immediate vicinity of the Well of Unlit Echoes, on Spiral 47, Sub-Aisle Theta, and on levels adjacent to Floor 308. They are distinguished from ordinary echoes chiefly by their refusal to decay in the expected manner, and secondarily by the administrative difficulty of persuading any single office to take responsibility for them. An Unlit Echo is not an echo that has gone dark. It is an echo that was never lit, and the distinction, though widely repeated, has never been satisfactorily explained in writing.
Definition and Recognition
The governing definition is that of the Chamber of Echoes, which recognises an Unlit Echo by three concurrent criteria: the sound must be audible within three metres of the Well's aperture; it must be fragmented in a linguistic or structural manner; and it must contradict the echo-log data recorded at the time of utterance. The third criterion does the most work and causes the most trouble, since an echo that agrees with the log is, by definition, not Unlit, however strange it sounds.
In practice the first criterion is applied loosely. Attendants at the Well have reported Unlit Echoes at four and a half metres, and in one instance of 698 at nine metres, but the latter was reclassified as a procedural echo of the attendant's own footsteps after the attendant was asked to walk more quietly. The reclassification is recorded in the margin of the Register of Echoes for that quarter with the single word reconsidered.
Jurisdiction
Oversight of Unlit Echoes is shared, uneasily, between the Bureau of Epistolary Echoes, which holds that such echoes are informational and therefore its own, and the Atmospheric Integrity Guild, which claims them under its mandate for atmospheric phenomena within Shaft Lambda. The two offices have never resolved the overlap and have instead developed a working arrangement in which the Bureau maintains the log and the Guild maintains the air. Where an echo is both informational and atmospheric, the attending Novice is expected to notify both offices and then to wait.
"Where an echo is at once a record and a condition of the air, the junior attendant shall inform both Offices, and shall not act until one of them has acted, or until the end of the shift."
— Fourth Concordance, Annex 9, clause 22.8.3
The clause is cited so often that its final provision — the end of the shift — has quietly become the operative one. Most Unlit Echoes are therefore resolved, if at all, by the attendant going home.
The Schism and After
Responsibility for logging and resolving Unlit Echoes was the immediate cause of the Schism of the Unlit Staircase, which ended the active period of the Autonomists and produced the jurisdictional rulings that first defined Shaft Lambda. The Schism is conventionally dated to the winter of 704, though the Second Concordance gives 703 and the Fifth Concordance declines to date it at all, noting only that "the Staircase was unlit on the day in question, as it is on all days" (Fifth Concordance, preamble to Part III).
The arrangements that followed were, in the assessment of the Bureau of Epistolary Echoes, workable. They were not workable. In 702, two years before the Schism, Librarian-Proctor Anselm had already ruled that the Well required a dedicated junior attendant, and the First Edict of Lamps enshrined the principle that the Well shall be tended in perpetuity by a Novice Tender. The Edict did not say what the Novice was to do about the echoes themselves, an omission that has never been repaired and is now considered settled.
Containment
Unstable Unlit Echoes — those which contradict the log in respect of events that have not yet occurred — are removed to Annex Ξ.44.7, where they are held in baffled cabinets pending review. Mirrored helmets were procured for the Annex in 711 and have not been used. The Cabinet of Echoes holds the procurement correspondence, which runs to four hundred folios and contains no requisition for the helmets themselves.
Attendants are reminded that the Annex is not a place of storage for personal effects and that no one is to leave a coat in the vestibule. The reminder appears in every edition of the Annex standing orders since 709 and has been ignored in every edition since 709.
Scholarly Disagreement
The principal dispute concerns whether Unlit Echoes are properly understood as a phenomenon of the Well or a phenomenon of the stacks around it. The Chamber of Receding Echoes maintains that the Well is merely the aperture through which something larger is heard, and points to the Echoes in West Spiral 44 as evidence of a distribution far exceeding the floor. The Bureau rejects this on the ground that the West Spiral cases fail the third criterion, being consistent with their logs.
A second dispute concerns the Vacancy of Echoes, the interval of unrecorded sound that precedes an Unlit Echo by between one and four seconds. Whether the Vacancy is part of the echo or a separate occurrence requiring separate logging was debated at length in the Month of Lingering Echoes and referred to the Queue Echoes committee, which has not reported.
The Zone of Calcified Echoes on Floor 308 remains closed to survey. The Third Concordance provides that no Unlit Echo may be cited in proceedings concerning an event that has not been logged, which effectively prevents the phenomena from being discussed in the only forum where they might be resolved.
