Title IX: Philosophical Anomalies
MS 8289.95 · Documents and ordinances
Scope of the Title
Title IX: Philosophical Anomalies is the ninth division of the Tower's standing concordance apparatus, concerned with those anomalies whose primary character is conceptual rather than material or temporal. Where Title VII Measurement Amp Demarcation governs the calibration of measurable irregularities, and where the adjacent apparatus addresses disruptions of sequence and season, Title IX concerns itself with entities, floors, and phenomena that are anomalous by virtue of what they mean rather than what they weigh.
The Title was first promulgated in Year 388 and has since been amended eleven times, most recently in Year 419 by the Office of Philosophical Nuance following the Decree of Aberrant Sequencing. Its annexes are consulted more often than they are read.
Classification
Title IX recognises four principal classes of philosophical anomaly, designated by the Greek letters alpha through delta. An anomaly may hold more than one class simultaneously, and frequently does.
- Alpha — anomalies whose definition precedes their existence; the anomaly is understood before it is observed.
- Beta — anomalies whose definition follows their existence; the anomaly is observed before it is understood.
- Gamma — anomalies for which no definition has been proposed and none is sought.
- Delta — anomalies that are, by consensus of the Order of Philosophical Scrivener-Locators, themselves a definition in search of a phenomenon.
Classification disputes are settled by reference to the Conceptual Master Index, though clerks attached to the Holding Title Amp Floor have noted that the Index's own entries for alpha and beta are transposed in the Year 402 recension, a matter that remains unresolved.
Relation to Adjacent Titles
Title IX occupies an awkward position in the Tower's regulatory architecture. Its authors intended it to be subordinate to Title Vii Measurement Amp Demarcation, on the grounds that a philosophical anomaly must first be measured before it can be discussed. In practice the two Titles have never agreed on where a measurement ends and a meaning begins. The boundary dispute, known colloquially as the "Great Demarcation," has produced four Concordances, none of which supersedes the others.
Anomalies catalogued under Title IX frequently reappear under other headings. The Winged Anomalies Annex records several creatures that appear in Title IX's alpha class, while Puddle Anomalies are cited almost exclusively under Title IX on the grounds that their philosophical implications exceed their hydrological interest. The Ledger of Circulatory Anomalies makes no reference to Title IX, a silence that the Office of Philosophical Nuance has formally described as "conspicuous."
Notable Rulings
In Year 405, the Arbiter of Recursive Intent ruled that a Title IX anomaly could be simultaneously catalogued and un-catalogued provided that the act of cataloguing did not alter the anomaly's class. The ruling, known as the Solon Clarification after Arbiter Solon, resolved approximately two hundred pending cases and created roughly four hundred new ones.
The most cited passage of Title IX remains Clause 14, Annex III, which addresses anomalies that reference the Title itself:
"Where an anomaly is anomalous by virtue of the instrument used to detect it, the instrument shall be recorded as a sub-clause of the anomaly and not as a separate holding."
— Title IX: Philosophical Anomalies, Annex III, Clause 14
Clerks assigned to the Winged Anomalies Annex have complained that this clause renders their own findings circular. Verifier Kael submitted a formal grievance on the matter in Year 414; it remains open.
Standing and Current Status
Title IX is administered jointly by the Office of Philosophical Nuance and the Lord Archivist, though the division of labour between them has never been reduced to writing. The Title's shelf-markers, dispatched from the Title-smith forges via the Title Conduits, carry the distinctive double-border sigil reserved for anomalies of meaning.
Visitors to the Title IX stacks are reminded that annotations in the margins of the original Year 388 manuscript are themselves catalogued as a delta-class anomaly and may not be copied, photographed, or disagreed with in public.
Whether Title IX will survive the next general revision of the concordance apparatus is a matter of periodic speculation. Its defenders argue that the classification of meaning cannot be consolidated without loss; its critics, principally within the measurement establishment, argue that it should never have been separated from Title VII in the first place. The debate itself is, by an irony not lost on the Office of Philosophical Nuance, currently filed under Title IX, class delta.
