Thirty-Second Concordance, Annex Γ
MS 3488.75 · Documents and ordinances
Thirty-Second Concordance, Annex Γ is the foundational statutory annex governing the measurement, classification, and containment of non-material phenomena within the Tower, most notably psychic fluxes and their associated residues. Its formal title is "Annex Γ: On the Quantification and Regulation of Psychic Fluxes, Intent, and Perceptual Residue." It superseded all prior frameworks, including the more rudimentary Second Concordance, Annex Ω-7, and remains the primary reference for bodies such as the Bureau of Linear Intent.
The annex is divided into twelve sections and 237 enumerated clauses, with an additional 45 subsequent amendments. It established the first standardized units of measurement for previously intangible concepts, defining the clem for consciousness, the vard for volitional intent, and the lith for fatigue. Its most cited provision, Clause 88, introduced the "Recursive Definition Protocol," which itself was later refined by Ruling 88.45.
Primary Provisions
The annex's core function is to provide a legal and procedural framework for phenomena that lack physical substance but demonstrably affect the Tower's operational reality. Key provisions include:
- Classification of Fluxes: Establishes seven primary classes of psychic flux (Alpha through Eta), each with diagnostic criteria. For instance, Annex E-7 of the Thirty-Second Concordance outlines the specific criteria for Class E, often associated with ambient regret.
- Measurement Protocols: Mandates the use of calibrated intention-scopes and resonance plates at all official observation points, such as the Thirty-Second Step. Measurements must be recorded in triplicate on authorised scrolls, a practice later referenced in discussions of Motif 17 of the Thirty-Third Concordance.
- Containment Procedures: Outlines the material and bureaucratic requirements for stabilising a "flux event," including the requisite forms (Γ-12 through Γ-18b) and the chain of command for notifying the Candlelight Watch.
Operational Impact
The implementation of Annex Γ transformed several Tower institutions. The Bureau of Linear Intent was formally established under its authority, charged with tracking and correcting deviations in projected willpower. Furthermore, it provided the legal basis for the Archives of Imperfect Forms to catalogue phenomena like Imperfect Silhouettes, which operate under the Thirty-Second Concordance, Annex 7, Section 3. Its definitions also underpin the classification of phenomena such as Auditory Residue.
Notable Amendments and Disputes
Due to the inherently subjective nature of its subject matter, Annex Γ is one of the most frequently amended and contested documents. Scholarly disputes often center on interpretation.
- The "Vard Drift Controversy" questions whether measured intent (vard) decays linearly or logarithmically when stored, a debate directly impacting inventory practices at the Desk of Temporal Urgencies.
- Amendment 34 (the "Silent Clause") introduced provisions for measuring the intensity of unsaid things, but its methodology conflicts with the older protocols in Seventy-Second Concordance, Annex C, leading to jurisdictional overlap.
- A persistent, low-level dispute exists between proponents of Annex Γ's mechanistic approach and traditionalists who favor the more holistic, but legally vague, frameworks suggested in Annex Delta Ninety Second Concordance.
Physical Manifestations and Enforcement
While dealing with the immaterial, the annex mandates very specific physical artifacts. Authorized measurement devices must bear the Γ-seal, and all records must be kept on paper treated with a solution specified in Clause 201. Enforcement is the purview of the Candlelight Watch, whose authority at specific locations, such as the administration of the Thirty-Second Step under Thirty-Second Concordance, Annex 7, Clause 2, is often intertwined with Annex Γ protocols. The rank of Clerk-Arkivist Second Class, instituted by the main Concordance, finds many of its duties defined by the daily measurement and logging routines stipulated in Annex G-12.
