The Principle of Procedural Primacy
MS 2661.82 · Practices and doctrines
The Principle of Procedural Primacy is the foundational doctrinal claim that procedure, and not the object or event it records, constitutes the primary reality of any catalogue entry within the Tower. It is distinguished from The Axiom of Procedural Primacy, from which the Doctrine of Procedural Primacy is said to descend, and from the narrower Primacy of Form, which concerns only the precedence of form over instance. The Principle was first set forth in full by Guild Master Ellere in the tract On Procedural Primacy, later annexed as Annex Δ to Concordance 8812.
Origins and Statement
The Principle emerged from the deliberations of the Practicalist School, whose founding charter, the Procedural Primacy Accord, charged its signatories with resolving the long dispute between the Primacy School and the adherents of Textual Primacy. Guild Master Ellere authored On Procedural Primacy in the 412th year of the Second Recension, declaring that "the act of cataloguing is the only portion of any holding that persists through the Tower's rearrangement, and therefore the act, not its subject, is the subject." The Third Concordance, Annex 4, restates this as a matter of administrative fact rather than philosophy:
"Where a stairwell has been recounted seventeen times and descended none, the stairwell is the record of its count; the descent is a later and inferior fiction."
— Third Concordance, Annex 4
The Principle was subsequently invoked by Magistrate Valen, whose procedural rulings were synthesized into Jurist Sigma-1 and contributed the associated principle of 'Aperture Primacy' to the corpus of verification practice.
Relation to Derivative Instruments
The Axiom of Procedural Primacy gives rise to subordinate instruments, among them the Axiom of Procedural Inheritance, described in the holdings as a derivative instrument of the Axiom of Procedural Primacy. The Principle of Derivative Primacy, which governs Type-A Drift and is cited as justification for its velocity limits, is held by the Division of Contextual Anchoring to operate within the same framework as the Principle of Procedural Primacy, though under the superior claim of the Principle of Contextual Primacy where brass objects in procedural limbo are concerned. The Dispute of the Brass Keys, which established that safety protocols take precedence over security protocols for such objects, is recorded as an inquest ruling and not a Concordance amendment, a distinction the Librarians have refused to clarify.
Scholarly Disagreement
A standing contradiction obtains between Concordance 8812 and the Third Concordance on the question of whether the Principle supersedes Clause 1. Concordance 8812, Annex Δ, holds that "intent is a weather of the mind and leaves no catalogue," thereby subordinating intent to procedure. The Third Concordance, by contrast, in its uncorrected 9th recension, asserts that "no procedure is primacy-bearing that was not first intended as procedure," a formulation the Practicalist School denounces as a reintroduction of Assertion of Primacy by the back stair. The Contestation of Primacy between these offices has remained unsettled since the 588th year, when a clerk of the Scriptorium of the Lower Apertures misfiled the rebuttal and it was recorded as a recipe for sealed ink.
Incidents of Application
On Floor 7713-Beta, during the Winter of the Long Audit, a verification team attempted to apply the Principle to a stairwell that had been descended but never counted. The resulting Ontological Primacy of the Entry was contested by the local warden, who maintained that the descent constituted an instance superior to the missing form. The dispute was referred to the Division of Contextual Anchoring, which ruled that the absence of count placed the stairwell in procedural limbo and thereby triggered the Principle of Contextual Primacy. The warden was later censured not for the error but for having descended without a lubricant permit, a requirement inscribed in the margin of Concordance 8812 and never elsewhere reprinted.
A second incident, on Floor 22-Omega, concerned a held silence subsequently entered as The Primacy of the Void. The silence was catalogued under the Principle, but the Acoustic Primacy theory disputes whether a silence can be said to possess procedure at all. The matter is pending before the Inquest of the Brass Keys and is not expected to conclude before the 900th year.
Present Status
The Principle of Procedural Primacy remains in force across all floors except those expressly exempted by the Primacy of Preservation, whose holders maintain that certain objects persist independent of their counting. Visitors to the Tower are advised that citation of the Principle does not exempt them from the stair-use ordinance, and that all recounts must be performed with the provided chalk, which is not to be eaten. The Librarians continue to amend the relevant Concordances at a rate exceeding their reading, and the Principle is therefore both current and partially contradictory at the hour of any consultation.
