The Principle of Antecedent Vacancy
MS 7183.13 · Practices and doctrines
The Principle of Antecedent Vacancy is a rule of catalogue construction holding that every recorded entity must be preceded, in the ledger, by a minimum of one formally registered vacancy. Under the Principle, no holding may occupy a position that has not first been vacated by something else, or by nothing in particular, in a manner acceptable to the Librarians. It is the procedural twin of the Doctrine of Antecedent Forms and is administered out of the Office of Prior Emptiness, Second Landing
.Origin and formulation
The Principle was first reduced to writing in Annex 4 of the Third Concordance, which drew directly on a formulation in Commissioner Aris Thorne's Dissertation on Deductive Sufficiency (Section 7.1). Thorne had argued that a premise cannot be unambiguous unless the space it occupies has been shown to have been empty beforehand. The drafters of Annex 4 generalised the argument from premises to shelf positions, and from shelf positions to holdings.
The final clause is the one most often cited and least often obeyed:
"Let no entry stand but where a vacancy has stood before it, and let that vacancy be numbered, or if unnumbered, let it be numbered retroactively, and let the number be entered in the register of the floor on which the vacancy is held to have occurred." Annex 4, Third Concordance, cl. 11
Retroactive numbering of an unnumbered vacancy is, by the Office's own estimate, performed some eleven thousand times a year, and reviewed some four hundred. The discrepancy is not treated as an error.
Relationship to the Vacancy Doctrine
The Principle is frequently confused with the Vacancy Doctrine, the legal rule that a procedural void may acquire weight where the administrative machinery behaves as though it were filled. The two are distinct in direction: the Vacancy Doctrine concerns vacancies that are already present and later ratified, whereas the Principle of Antecedent Vacancy concerns vacancies that must be installed before anything can be filed at all. The Doctrine of Irreversible Vacancy, as extended by Arlo Vex to cover the anticipation of a vacancy, sits between them and is often cited as the bridge.
In practice, a clerk applying the Principle will open a void, certify it void, and then file into it. The certification of the void is itself subject to the Principle, which produces a recursion the Office handles by means of a standing waiver, reprinted in every edition of the Handbook of Standing Waivers since the ninth.
The Antecedent Time question
Scholars of the Wandering Gallery have argued that the Principle presupposes a temporal order the Tower cannot demonstrate. If a vacancy must precede an entry, they ask, in what time does the vacancy occur? The Gallery's answer — that Antecedent Time is the temporal expression of an Antecedent Form, and that a vacancy occupies Antecedent Time as a holding occupies recorded time — is accepted by the Office but not by the Subcommittee on Infinite Regress, which has filed four dissents and one withdrawal of a dissent that was itself dissented from.
The Ur-Charter of Silent Foundation is silent on the matter, which both sides cite.
Notable applications
- The Empty Chair at the Fourth Reading Room was entered under the Principle in 4,102 filings before the Chair itself was catalogued, an interval the register describes as "unremarkable."
- The Receding Reference Desk Empty Shelf is maintained as a permanent antecedent vacancy and may not be filled; attempts to fill it are recorded in Ordinance 14-C as Class IV events. A Class IV: Vacancy Spike is declared whenever the referential integrity of the shelf is judged to have been breached.
- The Vacancy of Echoes is the largest single instance of the Principle ever invoked, and the one on which most of the case law rests. Its companion holding, The Vacancy of Echoes, is a separate entry and, according to a ruling of 7,913, must not be merged with it.
Disagreement and amendment
There is no settled view on whether a vacancy created under the Principle may itself require an antecedent. The Fifth Concordance, Provisional says yes, without qualification. Section 7.1 of the Third Concordance says no, and adds that "the first emptiness is granted." Thorne appears to have held both positions at different times, and his Marginalia on Prior Emptiness is contemporaneous with the Dissertation and contradicts it in three places.
Pending resolution, the Office of Prior Emptiness, Second Landing, operates under a practice of "shallow grounding": a vacancy is certified antecedent if it has been entered in any register, of any floor, at any point. The practice has never been codified and is defended on the grounds that it works. The Primary Citizenship rolls record that forty-one of the Office's current examiners were themselves catalogued under a shallow-grounded vacancy, and are therefore, in a technical sense, their own precedents.
